Whenever any personal property having a value of $500 or less has been impounded, seized or found by the Department of Police and which has remained in the possession of the Department unclaimed by any person having the right to the possession of such personal property for a period of six months, such personal property shall be sold under the direction of the Purchasing Agent, at public auction to the highest bidder, after notice of such auction has been given for not less than one week, by one publication in the official newspaper of the City of Albany.
Such notice of publication shall describe the personal property with reasonable certainty, by manufacturer's trade name or make, registration or serial number and the name of the person to whom, if known, the personal property belongs, or if the name of the owner is unknown, that fact shall be stated.
