A. 
When any vehicle is parked or abandoned on any highway or public parking lot within the Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or parking lot upon which said vehicle is parked or abandoned, said vehicle may be removed by the Village Manager or such public agency or private person, firm or corporation as may be designated by him.
B. 
When any vehicle is found unattended on any highway or public parking lot within the Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by the Village Manager or such public agency or private person, firm or corporation as may be designated by him.
C. 
When any vehicle is parked or abandoned on any highway within the Village where stopping, standing or parking is prohibited, said vehicle may be removed by the Village Manager or such public agency or private person, firm or corporation as may be designated by him.
After removal of any vehicle as provided in this article, the Village Manager may store or cause such vehicle to be stored in a suitable place at the expense of the owner. The last registered owner of the vehicle removed shall be liable to the Village of Mamaroneck and/or the private contractor engaged by the Village of Mamaroneck for the cost of removal and storage of said vehicle. The costs to be imposed shall be in accordance with a schedule submitted to the Village Manager by the private contractor who shall perform the work. The fees imposed shall be fair and reasonable and generally in conformity with the charges which the contractor would otherwise impose in a private transaction. All fees and storage charges shall be payable to the private collector, and the Village of Mamaroneck shall have no responsibility for the collection of the same.
The private contractor shall, without delay, report the completed removal and disposition of the vehicle to the Village Manager and the Chief of Police of the Village of Mamaroneck or his designee, and the private contractor will notify the owner of the vehicle or person having charge of the same of the removal and disposition of such vehicle and of the amount which he will be required to pay to redeem the same.
