Any person using a torch or other flame-producing device for removing paint from any building or structure shall provide at least one fire extinguisher of an approved type or water hose connected to the water supply on the premises where such burning is being done. In all cases the person or persons doing the burning shall remain on the premises one hour after the torch or flame-producing devices have been used. Failure to comply with the requirements herein and failure to provide the equipment required herein and to maintain said equipment in operative condition shall be considered a violation punishable as indicated hereinafter in this article.
