No person shall provide feed, food or any other
type of edible substance to any wild animal on property owned, leased,
maintained or managed by the Borough of Columbia. Leaving refuse on
Borough property shall not constitute feeding wild animals. If, however,
the same constitutes littering under the laws of the Commonwealth
of Pennsylvania, anyone so leaving such refuse may be subject to fines
as set forth in the laws of the Commonwealth of Pennsylvania.
As used in this article, the following terms
shall have the meanings indicated:
WILD ANIMAL
A.
That which is not of a species customarily used
or kept as an ordinary household pet;
B.
One which ordinarily would be confined to a
zoo, or one which would ordinarily be found in the wilderness of this
country;
C.
Includes any animals prohibited from being owned
as domestic pets under the Code of the Borough of Columbia, Pennsylvania.
Upon motion of the Borough Council of the Borough
of Columbia, appropriate officials of the Borough of Columbia may
erect signs on property owned, leased, maintained or managed by the
Borough of Columbia directing that no person shall provide feed, food,
or any other type of edible substance to any wild animal on such property
or be subject to the penalty provisions of this article.
