There shall be a Department of Finance, the head of which shall be the City Clerk appointed by the City Manager for an indefinite term. The City Clerk shall have the powers and duties prescribed by the Charter, and by applicable state law and ordinances of the City.
Within the Department of Finance there shall be a City Treasurer appointed by the City Manager for an indefinite term. The City Treasurer shall have the powers and duties prescribed by the Charter and by applicable state law and ordinances of the City.
