The Hospital Trustees shall appoint a Hospital
Administrator for an indefinite term. He shall be chosen solely upon
the basis of his executive and administrative qualifications, and
his salary shall be fixed by the Trustees.
The Hospital Administrator shall have immediate
supervision and control of the City hospital or hospitals, subject
to the superior authority of the Hospital Authority. He shall appoint,
and may suspend, remove, lay off or demote, all other hospital personnel.
The Hospital Administrator shall also have power to purchase supplies,
materials and equipment for the hospital or hospitals, in accordance
with the Charter and applicable provisions of this Code.
There shall be a Hospital Department, the head
of which shall be the Hospital Authority, the members of which shall
be appointed by the Council.
A majority of all the members of the Hospital
Authority shall constitute a quorum. A complete copy of the minutes
of each meeting shall be filed with the City Clerk.
If a member of the Hospital Authority shall
be absent from four consecutive regular meetings of the Authority,
the member shall thereupon cease to hold office.
The Hospital Authority shall have general supervision
and control of the City hospital or hospitals in accordance with the
Charter, subject to such ordinances and policies as the Council may
adopt.

The Hospital Administrator shall prepare and
submit to the Hospital Trustees an annual budget by June 1 of each
calendar year for the following fiscal year. The Trustees shall be
responsible for the approval and administration of the budget.
