A. An individual may apply to the City Council for a
resolution designating a structure or building eligible for the benefits
afforded to a "special renovation for preservation area." The designation
may be made by the Council where the following criteria are met:
(1)
The geographical area is experiencing a lack
of development;
(2)
A deterioration in improvements, obsolescence,
substandard buildings or other factors which have impaired values
or prevent a normal development of property are found to exist; and
(3)
The property or structures upon it, by reason
of age or historical events, are determined to be of historical value
to the community.
B. Applications by individuals for certification shall
be made on forms provided by the Zoning Administrator and shall include
the legal description of the area, a certificate of ownership by the
applicant and statement of facts justifying eligibility.
C. The City Council may on its own resolution certify
areas as eligible. The Zoning Administrator shall maintain a record
of areas certified.
