Swimming pools may be constructed as an accessory use to residential dwellings or commercial facilities. Said pool shall meet all El Reno zoning, plumbing and electrical codes.

As used in this article, the following terms shall have the meanings indicated:
SWIMMING POOL
Any of the following types of pools used for swimming: subgraded or below ground level permanent pools of concrete or plastic construction, plastic liner pools located below ground level, or elevated pools measuring 10 feet in diameter or in excess thereof which maintain a depth of water at two feet or in excess thereof. By definition, swimming pools are not structures.

All swimming pools shall be required to be completely enclosed by a barrier at least four feet in height, measured on the side of the barrier facing away from the pool. The pool facilities shall be equipped with a self-closing, self-latching gate so the entry to the facilities is locked at all times when not in use; and shall meet all the requirements of the 2009 International Residential Code (IRC), Section AG105.[1]
