In constructing, maintaining and operating a mobile home park, the owner shall comply with and be governed by the regulations prescribed in this article.
All ordinances and codes of the City shall apply to the location, construction, maintenance, operation, use and occupancy of mobile home parks and mobile homes located therein, except as otherwise specifically provided in this article, and the owners shall comply with and conform to any Federal Housing Administration standards or regulations in regard to such parks.
No mobile home park shall be constructed, maintained or operated unless the owner first secures a permit therefor from the Zoning Administrator, and no such permit shall be issued until the provisions of this article and other applicable ordinances of the City have been complied with. Application for such permit shall be accompanied by schematic drawings of and the plans and specifications for all buildings and other improvements constructed or to be constructed within the park. All such plans and specifications, including, but not confined to, site size, density limitations and setback requirements, shall conform to all ordinances and codes of the City.
A mobile home park shall accommodate not less than 50 parking sites and shall be properly maintained so as to assure the desirable residential character of the park.
All public streets adjacent to a mobile home park shall be 50 feet in width, and the owner shall dedicate to the public, for use as a public street, such amount of land as is necessary for that purpose.
All public streets adjacent to a mobile home park and streets therein shall be graded, curbed and surfaced with concrete or asphaltic concrete, in accordance with plans and specifications approved by the City Engineer, to a width of 27 feet from back of curb to back of curb. In lieu of a curb, an abutment may be constructed, which must be approved by the City Engineer.
Each mobile home site in a mobile home park must have at least two off-street parking spaces.
All public utilities within a mobile home park shall be installed underground, and gas and electrical service shall be supplied by the utility companies having franchises with the City.
Each parking site in a mobile home park shall be furnished with an electrical service of at least 100 amperes, and all outside electrical outlets shall be weatherproofed in accordance with good engineering practices.
A. 
Water, sanitary sewer and garbage disposal services to a mobile home park will be furnished by the City. The owner shall install, at his expense, the necessary water mains, not less than six inches in diameter, the necessary fire hydrants, and the necessary sanitary sewer lines to properly serve the park. Each parking site shall be served with a separate sanitary sewer connection and a separate water service at least 5/8 inch in diameter.
B. 
The charges for water service and garbage disposal service, or either of them, may be established by contract with the City. At the option of the owner, the water may be supplied through a master main, and the garbage may be deposited and picked up at a common collection point, or water may be supplied through individual meters and garbage collected from each parking site. In the event common collection of garbage is desired, the owner will construct, at a place convenient to all parking sites, a concrete pad and place thereon sufficient trash containers, acceptable to the City, to serve the park. In any event, the owner shall be liable to the City for all charges for water, sanitary sewer service and garbage disposal service furnished by the City in accordance with the charges fixed by contract or established by ordinance. If individual garbage disposal service is desired, the charges fixed for such service by contract or by ordinance shall be assessed to each parking site, whether or not it is occupied, and shall not be less than $2 per month per site.

A. 
All persons owning mobile homes or travel trailers within the City which are utilized as either residences or for storage or business purposes shall anchor, tie down and skirt said homes or trailers in a manner equivalent to or better than the minimum standards hereinafter set out:
(1) 
Piers and footings:
(a) 
Pier foundations shall be installed directly under the main frame (or chassis) of the mobile home. The piers shall not be further apart than eight feet on center, and the main frame, front or back, shall not extend further than two feet beyond the center line of the end piers.
(b) 
All grass and organic material shall be removed and the pier foundation placed on stable soil.
(2) 
Tiedowns:
(a) 
Each mobile home shall be provided with over-the-top tiedowns. Over-the-top tiedowns shall be positioned at stud and rafter locations near each end of the mobile home. Others, if needed, may be positioned between them. Care should be taken to space the over-the-top tiedowns evenly.
(b) 
Either steel cable or steel strapping can be used for ties. All ties shall be fastened to ground anchors, as described in Subsection A(3) below, and drawn tight with galvanized steel turnbuckles or yoke-type fasteners and tensioning devices. Turnbuckles shall be ended with jaws or forged or welded eyes. Turnbuckles with hook ends are not approved. All cable ends shall be secured with at least two U-bolt type cable clamps.
(c) 
Sharp edges of the mobile home that would tend to cut the cable or strap must be protected by a suitable device to prevent cutting when the mobile home is buffeted by the wind. Likewise, special adapters must be installed to prevent the cable or strap used for over-the-top ties from knifing through the mobile home.
(3) 
Anchors:
(a) 
Ground anchors should be aligned with edges of piers.
(b) 
Auger-type anchors shall have a minimum diameter of six inches and be sunk to their full depth (at least four feet). Steel rods shall be at least 5/8 inch in diameter, have a forged or welded eye at top, or have a yoke type fastening and tensioning device or a threaded connector and tensioning device.
(4) 
Skirting:
(a) 
All mobile homes or travel trailers shall be skirted or enclosed from the floor to the ground with metal or a nonflammable material.
(b) 
Skirting will be sufficiently reinforced to prevent movement or buffeting by the wind.
(c) 
The area thereunder cannot be used for the storage or protection of animals.
(5) 
Time limit:
(a) 
All persons who now own mobile homes or travel trailers shall have tiedowns installed and skirt the same within nine months from the effective date of this section.
(b) 
Persons purchasing mobile homes or travel trailers from and after the effective date of this section shall have tiedowns installed within 30 days of the placement of the same on a site, and shall skirt the same within 180 days thereof.
B. 
When the mobile home or travel trailer is located in a mobile home park, both the owner of the home or trailer and the owner or operator of the trailer park shall be responsible for compliance with Subsection A hereof, and each day that a violation or the failure to comply with Subsection A exists shall constitute a separate and distinct offense, and any one or more of such offenses may be set out in one complaint or information filed on account of the violation or continuing violation of said Subsection A.
No mobile home park, or any part thereof, may be divided into lots and one or more of the lots sold until and unless the mobile home park has been platted as a mobile home subdivision. Mobile home subdivisions will be subject to all of the ordinances and rules and regulations of the City pertaining to housing subdivisions.
