A. 
It shall be unlawful for any person to operate a junkyard, automobile salvage yard or place of business where salvage metals are collected, dismantled or processed in the City, unless and until he has not only complied with the requirements of Chapter 361, Zoning, but has also complied with the requirements of this section, which the City Council has determined to be reasonably necessary to the public health and safety by reason of the fact that teenagers and others are attracted to such places and they become hiding places for prowlers and loitering places for law violators in the nighttime and are difficult to police.
B. 
Each establishment defined in Subsection A above shall be completely surrounded with a secure and solid fence of permanent regular fencing material, of a minimum height of eight feet, and provided with doors or gates which can be firmly and securely locked in the nighttime. The fence shall be well maintained at all times.
C. 
All salvage and junk and all trucks, trailers and other equipment used in handling the same at any establishment governed by this section shall be kept clear of the street and parking areas, and shall not be stored, parked or deposited thereon, but shall be stored or parked within the fence provided for in this section.
