Petit larceny is the taking of personal property
of value of not to exceed $1,000 accomplished by fraud or stealth
and with intent to deprive another thereof, when the property is not
taken from the person of another. Petit larceny is unlawful, and any
person who commits petit larceny shall be guilty of a misdemeanor.
It shall be unlawful for any person to buy,
receive or bring into the City any property which he knows has been
stolen.

No person shall obtain or receive services from
any business or individual under circumstances where that person knows
or ought to know that payment is required for such service and then
refuse or fail to pay with the intention of permanently depriving
the provider of the services the compensation to which he is entitled.
