A person operating a motorcycle shall ride only upon the permanent and regular seat attached thereto.
No driver or operator of a motorcycle shall carry any other person on, upon or within such vehicle on any street or highway in the City; provided, however, that if any motorcycle with a wheel diameter of 12 inches or greater has either a double seating device, with double footrests, or a sidecar attachment providing a separate seat space within such sidecar attachment for each person riding therein so that such person shall be seated entirely within the body of such sidecar, then it shall be permissible for an operator who has attained the age of 16 years or older to carry a passenger. A demonstration ride by a licensed dealer or his employee is excepted from the provisions of this section.

No person under the age of 18 years of age shall operate or ride upon any motorcycle, motorbicycle, motor scooter, or similar vehicle unless such person is properly wearing a crash helmet of a type which complies with standards established by 49 CFR 571.218.

All motorcycles shall be equipped with a windshield of sufficient quality, size and thickness to protect the operator from foreign objects, except that, in lieu of such windshield, the operator shall wear goggles or other protective eyewear which meets American National Standards Institute (ANSI) Standard Z87.1 and provides positive retention, or a face shield of material and design to protect the operator from foreign objects.

Handlebars on motorcycles shall not exceed 12 inches in height, measured from the crown or point of attachment.
All motorcycles shall be equipped with two mirrors, containing a reflection surface of not less than three inches in diameter, mounted one on each side of the vehicle and positioned so as to enable the operator to clearly view the roadway for a distance of 200 feet to the rear of his vehicle.
Every motorcycle shall be equipped with brakes which comply with performance ability standards set forth in 49 CFR 571.121 and shall be adequate to control the movement of same to stop and hold such vehicle, including two separate means of applying the brakes, one means to be effective to apply the brakes to the front wheel and one means to be effective to apply the brakes to the rear wheel or wheels.

All motorcycles shall carry at least one lighted head lamp capable of showing a white light visible at least 300 feet in the direction in which the same are proceeding, and one tail lamp mounted on the rear which, when lighted, shall emit a red light plainly visible from at least 300 feet to the rear. Such lights shall be burning whenever such vehicles are in motion at all times.
All motorcycles shall be equipped with a properly operating speedometer capable of registering at least the maximum legal speed limit for the vehicle.
All motorcycles shall be equipped with a fender over each wheel. All fenders shall be of the type provided by the manufacturer.
No motorcycle shall be ridden upon any sidewalk within the City.
No rider of a motorcycle shall hold on to any other moving vehicle for the purpose of being propelled.
No person shall operate any motorcycle at a speed greater than the speed limit legally posted; provided, however, that in no event nor at any time may an operator under the age of 16 years operate a motorcycle at a speed greater than 35 miles per hour.
