For the purpose of this chapter and the promotion
of public health, safety, and general welfare of the community, the
following districts are hereby established for the City of El Reno,
Oklahoma:

The locations and boundaries of the zoning districts
shall be established by ordinance and shall be delineated and shown
on a map entitled "Zoning Map," and the Zoning Map is hereby incorporated
as a part of this chapter.
The boundaries of a zoning district shall extend
to a center line of abutting streets, regardless of the legal description
used in establishing such districts. In the event of uncertainty in
the exact boundaries of any of the districts as shown on the Zoning
Map, the Planning Commission, upon written application or upon its
own motion, shall recommend the location of such boundaries to the
Board of Adjustment, and the Board of Adjustment shall make the final
determination.
It shall be the duty of the Zoning Administrator
to maintain an up-to-date official Zoning Map, including all amendments
directly adopted by the City Council.
Wherever any uncertainty exists as to the boundary
of any district shown on any Zoning Map made a part hereof, the following
rules shall apply:
A. Where such boundary lines are indicated as following
streets and alleys, they shall be construed as following the center
lines thereof.
B. Where boundary lines are indicated as approximately
following lot lines, such lot lines shall be construed to be such
boundaries.
C. Where a boundary line divides a lot or crosses unsubdivided
property, the location of such boundary shall be as indicated upon
the Zoning Map using the scale appearing on such map.
D. Where a lot held in one ownership and of record at
the effective date of this chapter is divided by a district boundary
line, the entire lot shall be construed to be within the less restricted
district; provided that this construction shall not apply if it increases
the area of the less restricted portion of the lot by more than 20%.
E. All streets, alleys, public ways, and railroad rights-of-way,
if not otherwise specifically designated, shall be deemed to be in
the same zoning district as the property immediately abutting upon
such alleys, streets, public ways, waterways, and railroad rights-of-way.
The zoning district shall be measured from the center line of any
street, alley, public way or railroad right-of-way indicated as a
zoning district boundary.
