A. 
Word usage. For purposes of this chapter, the following terms, phrases, words and derivations shall have the meanings given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural number include the singular number, and words in the singular number include the plural number.
B. 
Definitions. As used in this chapter, the following terms shall have the meanings indicated:
ABANDONED VEHICLES
(1) 
A vehicle (other than pedalcycle):
(a) 
That is inoperable and is left unattended on public property for more than 48 hours;
(b) 
That has remained illegally on public property for a period of more than 48 hours;
(c) 
Without a valid registration plate or certificate of inspection or title, left unattended on or along a highway; or
(d) 
That has remained on private property with or without the consent of the owner or person in control of the property for more than 48 hours.
(2) 
Vehicles and equipment used or to be used in construction or in the operation or maintenance of public utility facilities, which are left in a manner which does not interfere with the normal movement of traffic, shall not be considered to be abandoned.
COMBINATION
Two or more vehicles physically interconnected in tandem.

COMMERCIAL EQUIPMENT
An implement used in, engaged in or intended to be used in an operation or activity of commerce.

COMMERCIAL VEHICLE
A vehicle occupied with, engaged in or intended to be used in commerce.

FARM TRUCK
A truck determined by the department to be used exclusively for agricultural purposes.

GROSS COMBINATION WEIGHT RATING
The value specified by the manufacturer as the loaded weight of a combination.

GROSS VEHICLE WEIGHT RATING
The value specified by the manufacturer as the loaded weight of a single vehicle.

GROSS WEIGHT
The combined weight of a vehicle or combination of vehicles and its load and driver.

JUNKED VEHICLES
Any motor vehicle, valueless except as junk.
MANUFACTURER
A person engaged in the business of constructing or assembling vehicles, motors or bodies of vehicles.

PAYLOAD
The revenue producing or useful load that a vehicle can carry.

PERSON
Includes any natural person, firm, partnership, association, corporation, company or organization of any kind.
VEHICLE
Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices used exclusively upon rails or tracks.

A. 
It shall be unlawful to throw, deposit or dump any paper, trash, rubbish, ashes, junk, waste, garbage or discarded materials of any kind, including but not limited to refrigerators, electrical or gas ranges, worn-out tires, plumbing or electrical fixtures, building supplies, tree limbs, grass or other vegetation in or on any private or public property, vacant or occupied, within the Township of East Norriton or to maintain any accumulations of such materials in or on any public or private property, vacant or occupied, within said Township creates a condition which endangers the safety, health or comfort of the citizens of the Township of East Norriton.
B. 
It shall be unlawful to store or deposit any abandoned or junked vehicle or part thereof in or on any highway or public or private property, vacant or occupied, within the Township of East Norriton.
C. 
It shall be unlawful to carry on or maintain any offensive manufacture or business anywhere within the Township of East Norriton that creates a condition which endangers the safety, health or comfort of the citizens of East Norriton Township.
D. 
It shall be unlawful to erect, use, maintain, occupy or own any unsafe or dangerous building, structure or physical condition or any part thereof anywhere within the Township of East Norriton.
E. 
It shall be unlawful to park or store any commercial vehicles, including, but not limited to, trucks, farm trucks, buses, combinations, tractor-trailers and trailers, more than 19 feet in length or 85 inches in width or more than 11,000 pounds gross weight, gross vehicle weight rating or gross combination weight rating as those terms are defined in the Motor Vehicle Code of Pennsylvania[1] or having a manufacturer-specified payload greater than 5,800 pounds or any vehicle equipped with exterior equipment, including, but not limited to, a hoist, ladder or towing mechanisms (typically utilized in pursuit of a commercial endeavor), or to park or store any commercial equipment weighing more than 500 pounds upon any residentially zoned property within the Township of East Norriton, except for those commercial vehicles or commercial equipment being used for the delivery of goods or the rendering of services in the normal course of business or construction, unless the vehicle or equipment is parked or stored at all times in a fully enclosed garage. Two recreational vehicles per property are excluded from this restriction, provided that:

(1) 
The vehicles belong to the property owner;
(2) 
The vehicles are currently licensed and inspected, if required, and they are operable; and
(3) 
The vehicles are not to be parked within 20 feet of any property line except if parked in a driveway which is in accordance with Township ordinances or which has otherwise been approved by the Township.

The violation of any of the foregoing sections shall be deemed to be and constitute a nuisance. Whenever it is found that any person maintains such nuisance or nuisances within the Township of East Norriton, the Board of Supervisors of the Township, by its employees or agents, shall serve notice upon the person maintaining such nuisance. The notice shall sufficiently describe the condition complained of and shall require the nuisance to be made safe, corrected or to be removed within 10 days of the mailing of the notice.
Should such person fail, neglect or refuse to make such conditions safe or to correct or remove to the satisfaction of the Board of Supervisors or its employees or agents, then the Board of Supervisors may abate or cause to be abated said nuisance, and the expense of such abatement shall be paid by the responsible person.

Any person, corporation or other entity who shall violate any of the provisions of this chapter or who should fail to comply with any notice of violation herein, upon conviction before a District Justice within the magisterial district within which the Township of East Norriton is a part, shall be fined not more than $600 plus costs of prosecution after a summary proceeding brought in the name of the Township before said District Justice. A new and separate offense shall be deemed to be committed for each day that such violation exists. In default of the payment of any fine imposed and the costs, the person or persons that are charged may be sentenced to be committed to the county jail for a period not exceeding 30 days.
