The applicant shall agree in writing to construct streets and other improvements from the lot or lots to be sold or built upon to an existing improved street, subject to the provisions of § 175-5 herein. The work shall be performed in strict accordance with approved plans and the Township standards and specifications or the applicable provisions of Pennsylvania Department of Transportation Specifications 408, latest edition, or any subsequent number or section thereof. No plat shall be finally approved until the developer has completed all of the necessary and appropriate improvements as required as a condition for final approval of a plat or until such time as the applicant has provided for the deposit with the Township of a security acceptable to the governing body in an amount sufficient to cover the costs of any improvement which may be required.
All water, gas, electric and other pipes and conduits and all service connections or laterals shall be laid to the full width of the ultimate right-of-way, where the need therefor can be reasonably anticipated, before streets are paved. The arrangements for said service connections or laterals shall be the responsibility of the subdivider, developer or builder.
A. 
The Township Engineer shall be notified 48 hours in advance of the commencement of any construction operation, in order that provision may be made for inspection by the Township.
B. 
All property owners within 200 feet of the subject property shall be notified by first class mail that construction on the subject property is about to commence. This notification shall be sent seven days prior to the beginning stages of removal of trees, underbrush, installation of storm sewer and the like or prior to any work that necessitates the installation of soil and erosion control devices, whichever occurs first.
The applicant shall be responsible from the time there is at least one occupant in the proposed development to plow snow on undedicated development roads as may be necessary to provide ingress and egress to the occupants, at the applicant's cost. The applicant shall post with the Township the sum of $2,500 as an escrow to provide for snow removal prior to acceptance of dedication of the streets. The applicant simultaneously shall present a contract with a snow removal firm indicating that that firm has been contracted to remove snow from the development streets within four hours after snow has stopped falling. All payments for said snow removal shall be made from the escrow fund. In the event that the escrow should become depleted, the applicant shall post an additional sum of $2,500 and such further amounts as may be necessary until such time as the dedication of the streets is accepted by the Township. In the event that the applicant or the snow removal firm does not perform in accordance with the contract presented, the Township may hire contractors to perform the necessary work and pay those contractors from the escrow fund.
The applicant shall be responsible to dedicate land suitable for use as park and recreational facilities in a manner agreed to by the Board. Whenever the applicant is providing a fee in lieu of otherwise required facilities and land dedication, the applicant shall agree, in writing, to the amount of fee and the method to be used to secure and pay that amount as a condition precedent to final plan approval.
