There is hereby established a Board of Health for the Borough in accordance with N.J.S.A. 26:3-1 et seq.
A. 
The Board of Health shall consist of seven members, who shall be appointed by the Mayor, with the advice and consent of the Council. All members of the Board shall hold office for the term of four years, except when appointed to fill vacancies.

B. 
Pursuant to N.J.S.A. 26:3-3, there shall also be two alternate members who shall be designated at the time of their appointment as "Alternate No. 1" and "Alternate No. 2." The alternate members shall also be appointed by the Mayor, with the advice and consent of the Council. The terms of the alternate members shall be for two years, except that the initial term of "Alternate No. 1" shall be for two years and "Alternate No. 2" shall be for one year, so that the term of not more than one alternate member shall expire in any one year. A vacancy occurring otherwise than by expiration of term shall be filled by the appointing authority for the unexpired term only.
C. 
A regular or an alternate member shall not be permitted to act on any matter in which he has either directly or indirectly any personal or financial interest.
D. 
An alternate member may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member.
The Board of Health shall adopt rules and regulations for its own government, as approved by the Mayor and Council, and shall elect annually a President, Vice President, and Secretary from among its own members.
The Board of Health may appoint a Clerk, Sanitary Inspector, and such other officers and assistants as the Board of Health may deem necessary.
The Board of Health shall not contract any debts of any kind beyond the amount of the appropriations made for its use by the Mayor and Council.
