There is hereby established an advisory committee to the Borough
Council pursuant to N.J.S.A. 40A:60-7d to be known as the "Municipal
Housing Element and Fair Share Plan Committee."
The Committee shall consist of five members. The membership
shall include five citizens of the Borough of Spring Lake, appointed
by the Borough Council. The Borough Council shall designate one of
the members as the Chairperson. Members shall serve without compensation.
A.
The term of appointment shall be for one year. The initial Committee
appointments shall be until December 31, 2003.
B.
Thereafter each member's term shall be for one year commencing January
1 of each year. A vacancy occurring otherwise than by expiration of
term shall be filled by the Borough Council for the unexpired term
only.
The powers of the Committee shall be to plan, study and make
recommendations to the Mayor and Borough Council as to the Borough
Housing Element of the Master Plan and the Fair Share Plan developed
in conjunction with the requirements of the State of New Jersey Council
on Affordable Housing. It is also authorized to perform such other
acts or to form and establish such special project subcommittees as
may be assigned to it by the Borough Council.
The Committee shall be authorized to obtain the assistance of
professionals, if deemed necessary, upon the approval of the Borough
Council.
The Committee shall render a report of its activities to the
Mayor and Borough Council not less than annually.
