A. 
The governing body wishes to ensure propriety and preserve public confidence in government and public officials in government.
B. 
The governing body hopes to prevent the conduct of Borough's business from being subject to improper influence or even the appearance of improper influence.
C. 
The governing body believes that it is important to establish meaningful ethical restrictions while accommodating the ability of government to attract qualified persons to serve the citizens of the Borough of Spring Lake.
D. 
The policy of the Borough of Spring Lake will be to prohibit the holding of more than one elective office simultaneously with being an elective municipal official and to prohibit Borough employees from holding elective municipal office within the Borough of Spring Lake, while so employed.
It shall be unlawful for a person holding the office of Mayor or Councilpersons, in the Borough of Spring Lake, to hold any other elected office in the county, state or federal government, simultaneously with their holding office within the Borough of Spring Lake.
For the purpose of this section the term "elective office" shall mean an office to which an incumbent is elected by the vote of the general electorate.
