The Borough will collect, remove, and dispose
of garbage, ashes and refuse in accordance with the terms and conditions
of this article.
The Borough will not collect sand, stone, mortar,
plaster, brick, tile, conduit, gypsum blocks, plasterboard, or any
refuse resulting from building or excavating operations. This refuse
must be removed at the expense of the owner of the property or the
contractor performing the work.
The Borough will collect at such times as may
be determined by the Council, garbage, ashes and refuse, provided
that the same is divided into two classes, namely combustible refuse
and noncombustible refuse as hereinafter specified. Each class of
refuse must be kept in separate containers and not mixed.
Combustible refuse shall consist of all animal
and vegetable waste from the kitchen, rags, wastepaper, old shoes,
rubbers and all miscellaneous matter that will burn, excepting explosives.
Noncombustible refuse shall consist of ashes,
metals, broken glass and crockery, tin cans, sweepings and all inorganic
or organic materials that will not burn. Garbage or putrefactive substances
must not be mixed with this refuse.
The owner of each house shall provide, as refuse
containers, cans with close-fitting covers and handles attached to
the sides. Containers shall not exceed a capacity of 32 gallons.
Containers must be kept on the ground level.
Containers will not be emptied if kept in the cellar, on the veranda,
back porch, fire escape or any floor of the building.
No person shall mix combustible and noncombustible
refuse, nor shall any person mix any other materials with the refuse
to be collected by the Borough other than the type of refuse mentioned
in this article.
Any hedge or other shrubbery trimmings to be
removed by the Borough of Spring Lake shall not exceed three feet
in length or 18 inches in diameter and shall be properly tied.
All garbage to be removed by the Borough shall
be drained, wrapped in paper and placed in containers as herein mentioned.
Tin cans and metals of all kinds, broken glass
or crockery must be kept in separate containers and must not be mixed
with either garbage or ashes.
No explosive materials shall be placed in any
container of refuse or garbage to be removed by the Borough
No person, firm or corporation shall receive,
collect, transport or remove garbage or refuse within the Borough
without proper authorization from the Council or its duly authorized
representative.
In accordance with existing state regulations
effective upon the final passage of this section, no person shall
place in their garbage or out on the street any grass clippings.
Anything set forth in this Article
I which is inconsistent with the recycling program set forth in Article
II of this chapter shall be deemed subservient to Article
II which is further deemed controlling.
Every person, firm, association, organization or corporation violating any provisions of this article shall, upon conviction, be liable to the penalty stated in Chapter
1, Article
II, General Penalty.
