The Borough of Spring Lake has been an incorporated entity since 1892; the infrastructure is aging. The governing body of the Borough of Spring Lake is concerned with the condition and adequacy of the water and sewer lines within the infrastructure of the Borough of Spring Lake, including the service lines to individual structures within the Borough. The Borough seeks to promote a program of replacing and upgrading the infrastructure of the Borough of Spring Lake, including the service lines to individual structures within the Borough.
A. 
All existing water and sewer lines from the curbline to any new structure shall be replaced and brought up to the standards and specifications established by the Borough Engineer.
B. 
In the event that an existing residential or commercial structure is demolished or removed, the construction of a structure on said property would be considered new construction and would require the installation of new water and sewer lines from the curbline to any new structure. The new water and sewer lines shall be brought up to the standards and specifications established by the Borough Engineer.
A. 
In the event that an application is made for a construction permit for a new structure or for an addition to an existing building of 750 square feet or greater, the applicant must replace the existing water and sewer lines from the curbline to any new structure. The new water and sewer lines shall be brought up to the standards and specifications established by the Borough Engineer.
B. 
If the water and sewer lines meet or exceed the standards and specifications established by the Borough Engineer, then there shall be no requirement to replace the existing water and sewer lines from the curbline to any new structure or addition.
All water and sewer connection permits must be obtained prior to the issuance of a building permit, but the issuance of such water or sewer connection permit shall be subject to the provisions of Chapter 225, Land Development, so that the issuance thereof shall give no guaranty that a building permit will be issued.
Every person, firm, association, organization or corporation violating any provisions of this chapter shall, upon conviction, be liable to the penalty stated in Chapter 1, Article II, General Penalty.
