It is forbidden to have, store, use or keep at the same time at any single place or upon any single property within the Borough of West Conshohocken more than 60 gallons of gasoline or naphtha or more than 100 gallons of petroleum, kerosene or any other flammable oil or product of petroleum or coal tar, or products containing over 25% of such flammable substances, except that quantities not exceeding 500 gallons may be kept in underground tanks of steel or concrete constructed and maintained by permit duly issued by the Borough authorities of West Conshohocken and of approved design and in approved locations.
A. 
Permits to construct such underground tanks of a capacity not to exceed 500 gallons may be granted by the Building Committee of the Borough Council, provided the owner of the real estate (with the joinder of the tenant, if any) first files plans which, in the judgment of the Building Committee, contain all reasonable precautions against the communication of fire to the contents of such tanks and against danger of conflagration in the event of fire reaching the contents. In every case the top of said tank shall be required to be elevated at least one foot above the floor or ground level of the place where it is located, and the pump shall be of design to be approved by the Building Committee.
B. 
For issuing such permit and for inspecting the construction of said tank and the installation of said pumps, the Building Committee shall be entitled to charge a fee of $3, to be paid in advance at the time of the issuing of the permit.

Any person violating the provisions of this article shall be subject to the provisions detailed in Chapter 53A of the Code of the Borough of West Conshohocken.
