No person shall conduct, exhibit or cause to be conducted or exhibited
any circus, carnival, exhibition, show or performance, or any concession or
refreshment stand in conjunction therewith, without a license as hereinafter
provided, except any amateur show, performance or exhibition.

Information required. Any person desiring a license shall
file a written application therefor with the Chief of Police, which shall

Grounds for refusal. The Mayor may refuse to issue a
license when, in his judgment, the exhibition or show is likely to disturb
the peace and order of the city.
