A. 
The Wilkinsburg Borough Building, 605 Ross Avenue, shall be open to the general public for the conduct of business with the borough from 8 a.m. to 4:30 p.m., Monday through Friday, except on holidays. At other hours no one will be permitted in the building except to patronize the library during the library's scheduled hours of operation; or to conduct business with the Police or Fire Departments; or to attend a meeting or function of a group or organization which has reserved space in the Borough Building for such function or meeting; or to attend meetings of Borough Council, boards or commissions at times scheduled.
B. 
The following conduct shall be prohibited in the Wilkinsburg Borough Building:
(1) 
Running in halls, on stairs and in public rooms.
(2) 
Riding the elevator except to reach a specific floor in the building.
(3) 
Shouting, yelling and making other excessive noise.
(4) 
Smoking in halls and public areas.
(5) 
Allowing dogs, pets or other animals into the building, except guide animals.
(6) 
Removing, defacing or damaging the building or its furnishings.
(7) 
Loitering in the building with no authorized business or activity to conduct.
(8) 
Littering in halls, stairs, restrooms, public areas and public rooms.
(9) 
Bringing bicycles, operating roller skates, skateboards and other large wheeled toys into the building.
(10) 
Bringing food and drink into the building for purpose of eating or drinking, except for employees and authorized groups.
C. 
An organization or group may reserve a public room in the Borough Building for a function or meeting upon complying with the following procedure:
(1) 
Submit a formal written request designating name of organization, purpose of meeting, date, time and approximated number of attendees to the Borough Manager.
(2) 
Indicate name, address and telephone number of the organization's contact person.
(3) 
Designate the individual member of the organization in charge of cleaning and locking up.
(4) 
Pay fee in accordance with the following schedule which may be revised from time to time by resolution:
(a) 
A deposit of $25 for use of room if meeting is only one time.
(b) 
A deposit of $50 if use is monthly, on a regular basis.
(c) 
Said deposit is refunded if room is in condition it was before meeting began. Deposit shall not be returned if room is in disrepair, not cleaned or in any way damaged. If damages exceed amount of deposit, the organization will pay for all repairs and will no longer be permitted to utilize a Borough Building public room.
(5) 
The organization shall be required to submit to the Borough Manager proof of insurance not less than $300,000 and not greater than $1,000,000.
(6) 
The Borough Manager shall have the flexibility to waive the above insurance requirements for local organizations on a case-by-case basis.

This chapter shall be enforced by and through the Wilkinsburg Police Department. Any violations which are observed by an employee during business hours shall be reported to the Police Department for such action as the Department deems necessary.
The borough authorizes the execution of a lease by its duly authorized officers to the Pittsburgh Rockets Drum and Bugle Corps, containing the following provisions:
A. 
The lease shall cover the north side of the building which formerly contained the newsstand and the men's washroom, together with the right of entry by way of the main waiting room.
B. 
Consideration shall be for a nominal one dollar ($1.).
C. 
The lease shall be terminable by either party with thirty (30) days' notice.
D. 
Any utilities must be paid by the Rockets.
E. 
Insurance satisfactory to the borough, covering personnel, instruments and all activities involving the Rockets at this site, must be provided by the Rockets, and the Rockets must agree to save the borough harmless from any action or actions arising from its use of the leased premises or any part of the station building whatsoever.
F. 
The Rockets shall be solely responsible for all items stored upon the premises at all times.
G. 
Where possible, the Rockets will use the name of "Wilkinsburg" in connection with its publicity and activities indicating its base of operation in this town.
The police ambulances shall be used only for emergency cases to the hospital and are not to be used to take persons to and from the hospital for treatment.
No book, paper, chart or any other personal property belonging to the borough shall be taken out of or away from its proper and accustomed place of keeping without permission from the officer having the proper custody thereof, and any officer permitting any such property in his or her charge to be taken from its proper and accustomed place shall be held personally responsible therefor and shall be subject to having such property restored or replaced, in case of loss, at his own expense, and in case of complaint by any person that any book, paper, chart or other property as aforesaid cannot be had at its proper and accustomed place of keeping, the officer having the custody thereof shall at once restore and replace the same, or, in default thereof, shall be liable for the cost thereof or to suspension from duty, or both, as determined by the Borough Council.
Any person defacing, mutilating or destroying any book, paper, chart or other property as aforesaid belonging to the borough shall, upon conviction, be liable to fine or imprisonment as provided in § 11-7 hereof.

Any person or organization who or which shall violate any of the provisions of this chapter shall, upon conviction thereof, be punished by a fine not exceeding $600 plus costs of prosecution and, in default of payment thereof, shall be sentenced to a term of imprisonment not exceeding 30 days.
