The Wilkinsburg Municipal Library shall be governed by the Board of Library Directors, composed of seven (7) members to be appointed by the Borough Council. All members of the said Board shall be bona fide residents of the borough, and at least one (1) member shall be a member of the Borough Council.

The Board of Library Directors shall serve Borough Council in an advisory capacity on all matters relating to operation, media selection and funding of the Wilkinsburg Municipal Library.
The Public Property Committee of the Borough Council shall serve as the advisory committee for the Wilkinsburg Municipal Library.
The person to serve as librarian of the Wilkinsburg Municipal Library shall be appointed from time to time by the Borough Council, and all other employees of the library shall be appointed by the Borough Manager and the librarian jointly.
A. 
The books, magazines, publications and facilities in the Wilkinsburg Municipal Library shall be available to bona fide residents and taxpayers of the borough without charge, subject to rules and regulations made by the Board of Library Directors, including rules and regulations providing for the payment of fines for overdue material. Nonresidents of the borough may have borrowing privileges from the library upon payment of an annual fee as set forth from time to time by resolution of the Borough Council,[1] which shall be for the use of the borough.[2]

B. 
The Library Board may include, in its rules and regulations governing the collection of fines for overdue books, a provision to collect the cost of collection of said fines from the person owing the fine. The Library Board may also include in its rules and regulations a provision to collect the cost of recovering a missing book(s) or the value of the missing book(s) from the person who has taken the book(s) from the library.

The title of the position, Desk Assistant A in the Adult Library, is hereby changed to Senior Circulation Clerk, effective October 1, 1978.
The position of Senior Circulation Clerk shall be a full-time position in the Adult Library.
The duties and qualifications of the Senior Circulation Clerk are contained in the following job description:
A. 
General definition. This is library service work which requires considerable knowledge of the overall collection of a library. The employee is responsible for particular collections of materials, for processing overdue material notices and for the smooth operation of all circulation procedures. Work is performed under the supervision of a librarian. Assignments are regular in nature and are carried out with standard library practices and general work instructions.
B. 
Typical examples of work. The Senior Circulation Clerk may be responsible for some of the training and orientation of lower-level library assistants and clerical personnel, including volunteer workers.
(1) 
The employee is in charge of processing overdue notices for all library materials.
(2) 
The employee takes orders for and submits these orders for films to the District Film Center and the State Film Center. The films are ordered for the use of the library and other educational groups. The employee is also responsible for the safe return of all films to its source.
(3) 
The employee is responsible for the records and cassette collections. The duties would include the classification and other processing of these materials.
(4) 
The Senior Circulation Clerk collects, categorizes and labels slides for the slide collection.
(5) 
The employee makes and sends lists of new acquisitions to the newspaper for a weekly news article.
(6) 
The employee must prepare the circulation desk for opening, answer telephone calls, assist library patrons on the phone and in person, check out books, register applications for new borrowers and make patron cards.
(7) 
The employee aids patrons in locating materials, takes reserve requests, answers simple directional reference questions, tends the copier machine and must be able to close the library in the evenings.
(8) 
The Senior Circulation Clerk performs other duties as required.
C. 
Required knowledge and skill. Required knowledge and skills are as follows:
(1) 
Knowledge of library rules, procedures and practices.
(2) 
Knowledge of the operation and care of various types of office machines and library equipment.
(3) 
Ability to supervise employees.
(4) 
Ability to follow oral and written instruction.
(5) 
Ability to establish and maintain effective working relationships with other library personnel and the public.
(6) 
Ability to maintain records and write business letters.
D. 
Minimum acceptable training and experience shall be a college or university degree.
E. 
The hourly wage of the Senior Circulation Clerk will be set from time to time by resolution of the Borough Council.[1]

The title of the position of Desk Assistant B in the Adult Library is hereby changed to Junior Circulation Clerk, effective October 1, 1978.

The duties and qualifications of the Junior Circulation Clerk are contained in the following job description:
(1) 
General definition. This is library service work assisting the public with the borrowing process, location of books and easily accessible factual information. The work is performed under the general direction of a librarian or the Senior Circulation Clerk. Assignments are on a regular basis and are carried out in accordance with established library routines and instructions.
(2) 
Typical examples of work. The Junior Circulation Clerk may supervise other clerks and pages; registers new borrowers and makes new patron cards; maintains paperback file, play index and literary criticism files; processes orders for new and replacement books; assists with the processing of newly acquired books, paperbacks and encyclopedias; assists with the biography and vertical files; repairs used and worn-out books; sorts and files the daily mail; registers new magazines and newspapers and displays them for use; answers noncomplex reference questions for patrons over the telephone or in the library; directs patrons to book locations and gathers desired materials; assists with circulation procedures; performs other duties as required.
(3) 
Required knowledge and skill. Required knowledge and skills are as follows:
(a) 
Knowledge of library rules, procedures and practices.
(b) 
Knowledge of the operation of business machines and audiovisual equipment.
(c) 
Ability to understand oral and written instructions.
(d) 
Ability to establish and maintain effective working relationships with other library personnel and the public.
(4) 
Minimum acceptable training and experience shall be graduation from high school and at least two (2) years of college or university courses.
B. 
The hourly wage of the Junior Circulation Clerk will be set from time to time by resolution of Borough Council.[1]
