The following is the job description for Code Enforcement Officer. The
Code Enforcement Officer works under the direction of the Borough Code Enforcement
Director and the Borough Manager.
The duties and qualifications of the Code Enforcement Officer are contained
in the following job description:
A. General.
(1) This is field and office work requiring journeyman level
skill inspecting building construction, alteration and repair for conformance
with the Building Code and related ordinances.
(2) Work is performed under the direction of an administrative
superior. Assignments call for evaluative thinking and are carried out according
to applicable codes, ordinances and regulations. The employee has a controlling
responsibility for independently completing inspection assignments. Work involves
conditions which can only be partially controlled and requires moderate physical
effort.
B. Typical duties. The Code Enforcement Officer:
(1) Examines soil for type and consistency, and concrete
footings to ensure proper size, consistency and depth; measures steel beams
and wooden joists for proper size and installation; discusses minor changes
in plan with contractors and the use of new or different building materials;
inspects and approves or disapproves building construction practices, techniques
and workmanship; and explains and interprets pertinent sections of the Building
Code and related ordinances to builders, contractors and others.
(2) Investigates complaints made by the general public concerning
dangerous building conditions, party fences and wall disputes.
(3) Lists conditions found in the inspection report and makes
recommendations for specific action against Building Code violations or other
serious conditions; takes pictures of conditions observed at building site,
submits with completed reports; does follow-up inspections to check on corrective
action; also performs housing inspections, occupancy inspections, street opening
inspections and pertinent paper work related to code enforcement and building
inspection.
C. Knowledge and skills. Knowledge and skills of the Code
Enforcement Officer are as follows:
(1) Considerable knowledge of methods, materials, practices
and principles used in building construction and alteration
(2) Knowledge of the Building Code and other codes, ordinances
and regulations governing building construction and alterations and code enforcement.
(3) Ability to recognize improper or faulty construction
and other hazardous conditions created during the construction or alteration
process and to recommend corrective actions.
(4) Ability to read and interpret blueprints, building construction
plans and specifications and to recognize deviations from such plans in the
construction or alteration process.
(5) Ability to enforce codes, ordinances and regulations
firmly, tactfully and impartially.
(6) Ability to maintain records and prepare reports.
(7) Ability to establish and maintain effective working relationships
with associates and the public.
(8) Ability to express ideas effectively both orally and
in writing.
D. Training and experience. The Code Enforcement Officer
shall have education equivalent to completion of the 12th school grade, and
some experience in building inspection. Construction experience is desirable.
E. Physical standards. The Code Enforcement Officer shall
have the ability to meet approved minimal physical and medical standards.
F. Licenses, registration and/or certificates. The Code
Enforcement Officer shall possess a valid motor vehicle operator's license
issued by the Commonwealth of Pennsylvania prior to appointment and during
his or her tenure of employment as a Code Enforcement Officer.
