The following shall be the declared the personnel policy of Wilkinsburg Borough, Pennsylvania:
A. 
Employment in the borough government shall be based on merit and fitness, free of personal and political considerations.
B. 
The borough shall not discriminate in any manner against any person on the basis of race, color, creed, religion, sex, sexual orientation, age, non-job-related disability, national origin or political affiliation with regard to employment with the borough.

C. 
Wilkinsburg Borough supports and complies with all applicable state and federal affirmative action policies and regulations.
D. 
Just and equitable incentives and conditions of employment shall be established and maintained to promote efficiency and economy in the operation of the borough.
E. 
Positions shall be classified and compensated according to duties and responsibilities.
F. 
High morale shall be maintained by fair administration of the Personnel Ordinance and by every consideration of the rights and interests of employees consistent with the best interests of the public and the borough.
G. 
The borough expects satisfactory performance from all of its employees and supports programs of continued education and training to help employees further their professional development.
H. 
Tenure of municipal employees shall be subject to ethical behavior, the satisfactory performance of work, necessity for performance of work and the availability of work.
Furthermore, because it is realized that every employee is important to the successful operation of the Borough of Wilkinsburg, and because it is earnestly desired that each employee be successful and happy in his or her work, the borough shall:
A. 
Treat each person with consideration and respect.
B. 
Provide a clean, healthy and safe place of work.
C. 
Pay fair wages in line with job requirements and performance on the job.
D. 
Cooperate with employees in the maintenance of those forms of group insurance which minimize the effects of certain emergencies.
E. 
Provide such other benefits as holidays with pay, and vacations with pay, in line with current practices and economic conditions.
F. 
Inform employees of developments in the personnel system which affect them.
G. 
Expect to obtain satisfactory employee performance in return for compensation paid.
