The Police Department of the Borough of Wilkinsburg shall consist of employees of the following classifications and not to exceed the number herein designated, namely:
A. 
One (1) Chief of Police.
B. 
Four (4) Lieutenants.
C. 
Six (6) Sergeants.
D. 
Thirty-four (34) patrolmen of all classifications, and including those engaged as beat patrolmen under the beat patrol grant.
E. 
Regular part-time police officers as determined by Council.[1]

The appointment of employees in the Police Department as provided in § 74-1 of this Article shall be made by the Council of the Borough of Wilkinsburg, subject to civil service requirements, and said employees shall receive such compensation for their services as Council has previously provided or may from time to time prescribe.[1]

A stenographer may be employed for the Police Department as need arises, by resolution of Council.

A. 
The title of the position in the Wilkinsburg Borough service referred to as "meter maid" and "meter officer" is hereby changed to "parking enforcement officer." The parking enforcement officer is a civilian position in the Wilkinsburg Police Department, serving under the command of the Police Chief.
B. 
The duties and qualifications of the parking enforcement officer are contained in the following job description:
(1) 
Description. Under the direction of a police supervisor, the parking enforcement officer (civilian) enforces laws and ordinances governing the parking of motor vehicles on public streets and property within the Borough of Wilkinsburg.
(2) 
Examples of duties. The parking enforcement officer patrols an assigned area to observe compliance with parking regulations; checks motor vehicles parked in timed, metered or restricted areas and issues appropriate notices or citations to those in violation; performs other related duties as required.
(3) 
Qualifications. The parking enforcement officer shall have the ability to learn borough and state regulations pertaining to the parking of motor vehicles; ability to understand and follow oral and written instructions; ability to deal with the public firmly, impartially, tactfully and courteously; ability to write tickets and citations.
C. 
The hourly wage of the parking enforcement officers will be as set forth from time to time by resolution of Borough Council.[1]

D. 
The parking enforcement officers may be appointed and sworn in as "special police" for the purpose of issuing traffic violation citations for illegal parking in the borough.[2]

The hourly rate for overtime by employees of the Police Department shall be computed on the basis of straight time based upon a normal workweek of forty (40) hours.[1]
