[HISTORY: Adopted by the Borough Council of the Borough of Wilkinsburg 6-28-1976 by Ord. No. 2034. Amendments noted where applicable.]
The following are adopted as rules and regulations for the protection and maintenance of good order in the public parks, playgrounds and other public grounds of the Borough of Wilkinsburg:
A. 
Grass areas must not be used for pathways or for other purposes which may injure or destroy the turf.
B. 
Trees, shrubs, hedges and flowers must not be cut, broken or injured in any way whatsoever.
C. 
Buildings, fences, fountains, statuary, benches or notices must not be injured or defaced in any way.
D. 
Paper, rubbish, cooking oil, cinders or any refuse whatsoever must not be scattered or dumped anywhere on any public park or playground property.

E. 
Unlicensed dogs are not permitted on playgrounds or in the parks at any time. Licensed dogs are permitted in parks, not playgrounds, if held on a leash and under the control of the owner or other person having such dog in charge. The dog owner or person in charge of the dog is responsible to remove any feces left by said dog.

F. 
Birds, squirrels, rabbits or any other wild creatures may not be injured or killed within the limits of any park or playground or in any manner molested.
G. 
Firearms may not be used or carried within the limits of any park or playground property without authorization.
H. 
Fires may not be built or allowed anywhere in parks or playgrounds other than in stoves, grills or fireplaces provided for that purpose except by permission of the Borough of Wilkinsburg.

I. 
Public meetings, assemblages or parades may not take place within the limits of parks or playgrounds without special permission from the Parks and Recreation Advisory Board or in accordance with the terms and provisions of other laws or ordinances which are now or may hereafter be in existence dealing with the subject of public meetings, assemblages or parades.

J. 
Riding bicycles, all-terrain vehicles, motorcycles, scooters or other motorized vehicles are not permitted in any playgrounds or parks, including roads and trails, except for authorized Wilkinsburg Borough vehicles. Riding bicycles is permitted on roads and trails provided for those purposes.

K. 
Handbills, cards or advertisements of any nature whatsoever may not be distributed or displayed within the limits of park or playground property.
L. 
Beer, ale and alcoholic beverages of any kind may not be used or brought into any park or playground at any time.
M. 
Gambling, drunkenness, disorderly or indecent conduct and profane or offensive language are prohibited in all parks and playgrounds.
N. 
Games, contests and sports are permitted only in areas designated for such use, and in no case shall such use be permitted in areas where lawns or planting may be injured or where such games or contests may interfere with park or playground regulations.
O. 
No person or persons shall be permitted in any public park, playground or other public ground of the Borough of Wilkinsburg from nightfall until dawn unless they have written permission from the Borough of Wilkinsburg. This restriction shall not affect the right of the public to use the pathways and roadways in and through public parks, playgrounds or other public grounds for the purpose of travel.[1]

A. 
Any person or persons who violate any of the provisions of this chapter shall, upon conviction, be subject to a fine of not less than $500 and no more than $1,000, together with the cost to repair any damages and legal fees, for each offense and, in default thereof, shall be subject to imprisonment in the Allegheny County Jail for a period not exceeding 30 days. 
B. 
The Borough may institute proceedings under this section by the issuance of a "notice of violation letter," assessing a civil penalty ranging from $10 to $1,000 for each offense, and provide the parties in violation of said Code section the opportunity to abate the violation and pay said civil penalty in lieu of the institution of proceedings and the imposition of the other stated penalties set forth herein.
