A. 
As used in this article, the following terms shall have the meanings indicated:
PERSON
Includes any natural person, partnership, association, firm or corporation.
B. 
In this article, the singular shall include the plural, the plural shall include the singular and the masculine shall include the feminine and the neuter.
It shall be unlawful for any person to construct or maintain any barbed wire fence along or abutting upon any street, alley or sidewalk in the Borough of Wilkinsburg.
Any fence constructed or maintained in violation of this article shall be removed by the owner of the property on which such fence shall be located, within five days after notice from the Borough Council to do so, in default of which the Council may cause such fence to be removed and shall thereupon collect the cost of removal, with an additional amount of 10% from such defaulting property owner.

A. 
Any person who shall violate any provision of this article shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine of not more than $600 and costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for not more than 10 days. Each day's continuance of a violation, after notice as provided in § 226-26 of this article, shall constitute a separate violation. The fine and costs imposed under this section may be collected in addition to costs of removal and additional amounts collectible under § 226-26.
B. 
The Borough may institute proceedings under this section by the issuance of a "notice of violation letter," assessing a civil penalty ranging from $10 to $1,000 for each offense, and provide the parties in violation of said Code section the opportunity to abate the violation and pay said civil penalty in lieu of the institution of proceedings and the imposition of the other stated penalties set forth herein.
