The following rules shall govern the conduct of all taxicab drivers operating pursuant to licenses issued by the Chief of Police:
A. 
The driver shall be courteous to passengers and comply with all reasonable requests of the passengers.
B. 
The driver shall be clean and neat in dress and person.
C. 
The driver shall keep the inside of his/her cab in a clean and sanitary condition.
D. 
The driver shall take passengers to their destinations by the shortest reasonable route unless requested otherwise.
E. 
The driver shall not permit other people to occupy or ride in the taxicab.
F. 
Any property lost or left in a taxicab after the discharge of a passenger shall be taken to the police station and deposited with the officer in charge within twenty-four hours after finding thereof, unless sooner claimed or delivered to the owner of the property.
A. 
Each taxicab shall display at all times a rate card which shall contain the name and address of the owner of the taxicab, the number assigned to said taxicab and the schedule of fare charges.
B. 
Each taxicab shall display at all times the driver's license of the driver of the taxicab issued by the Chief of Police containing a photograph of the driver with the driver's name, date of birth, a description of the driver, the driver's employer, and City of Cohoes driver's license number.
C. 
Each taxicab shall at all times display the owner's license issued by the Chief of Police certifying that the taxicab has been properly registered with the City of Cohoes. The Chief of Police shall determine the form and size of the license and where it shall be displayed.
D. 
Each taxicab shall at all times display a notice that shall be attached to the dashboard, as well as to the rear of the front seat, which shall read as follows:
COMPLAINTS
Complaints regarding the physical condition of the vehicle, the driver or anything affecting the safe and convenient use of taxicabs in the City of Cohoes may be made in writing and addressed to the Chief of Police, City Hall, 97 Mohawk Street, Cohoes, New York 12047.
E. 
The required licenses and cards shall be placed inside the taxicab at a place to be designated by the Chief of Police.

No taxicab shall be parked on a public Street in any district of the City of Cohoes zoned Residential A-1, A-2, A-3, SFR, or MFR. Stopping or standing temporarily to drop off or pick up fares shall be permitted. Taxicabs parked in violation of this section may be ticketed and a fine not to exceed $50 may be imposed upon conviction. Taxicabs parked over 24 hours in violation of this section may be towed at the owner’s expense, pursuant to Chapter 263, Article II, of this Code. These penalties may be in addition to potential suspension or revocation of a taxicab driver or owner license pursuant to this chapter.
A trip record shall be kept by each licensed taxicab driver showing the time dispatched, the place where the passenger was first picked up, the destination, the time of arrival at the destination, the number and sex of the passengers and the total fare. Such trip record shall be maintained for a period of one year and shall be submitted to the Chief of Police upon request.
