The Public Safety Director shall appoint as
many school crossing guards, also known as "traffic guards," as the
Director shall deem necessary.
A.Â
It shall be the duty of the school crossing guards
to maintain the orderly movement of vehicular traffic consistent with
the safety of children attending school in the city.
B.Â
The school guards shall perform said duties during
the following hours:
(1)Â
Morning: commencing fifteen (15) minutes before the
opening of and ending fifteen (15) minutes after the commencement
of the school session.
(2)Â
Lunch: ten (10) minutes before dismissal of school
children for lunch until ten (10) minutes after dismissal; and ten
(10) minutes before the commencement of the afternoon school session
until ten (10) minutes after the commencement of said session.
(3)Â
Afternoon: ten (10) minutes before the dismissal of
school children for the day until twenty (20) minutes after the time
for such dismissal.
The salary of the school crossing guards shall
be as provided by ordinance, in addition to which a uniform shall
be supplied.
In order to be eligible for appointment, the
prospective school crossing guards shall possess the following qualifications:

Be not less than eighteen (18) years of age.
B.Â
Be a resident of the city.
C.Â
Be of good moral character.
D.Â
Be a citizen of the United States.
E.Â
Be at least five (5) feet two (2) inches in height,
and weight to be in accord with that fixed by medical standards.
F.Â
Be in good health and sound in body and mind.
G.Â
Certification by the City Physician or the Assistant
City Physician as being physically capable of performing the duties
required of them.
A.Â
It shall be the duty of the City Physician or Assistant
City Physician to carefully examine the educational, mental, moral
and physical fitness of any person applying for appointment as a school
crossing guard.
B.Â
A certificate signed by the examining physician shall
be considered and taken as sufficient evidence of the applicant's
educational, mental, moral and physical capability.
School crossing guards shall be governed by
all the rules and regulations laid down for the guidance of the Police
Division members insofar as such rules and regulations are applicable
and consistent with the special class of duty prescribed for school
crossing guards. In addition, school crossing guards shall comply
with all other rules and regulations adopted for school crossing guards
by the Public Safety Director.
School crossing guards shall serve at the pleasure
of the Public Safety Director. The Director may summarily dismiss
any member of the school crossing guards for any reason deemed sufficient
by the Public Safety Director.
