A. The Executive Director of the Parking Authority of
the city shall appoint from among the employees of the Parking Authority
as many employees as he shall deem necessary in and for the city,
within the limits of the appropriation therefor, to act as special
metermen.
B. Each appointment shall be for a term of one (1) year.
It shall be the duty of the metermen to patrol assigned areas under
the supervision of the Parking Authority, including off-street parking
facilities owned or operated by the Parking Authority of the city
and on-street parking meters owned and maintained by the Parking Authority
of the city to check for parking violations and issue summons or violation
tickets to parking violators. The special metermen are not police
officers and have no powers to arrest.
C. The above special metermen shall remain under the
supervision of the Parking Authority of the city and be employees
thereof.
D. Each employee appointed as special metermen must comply
with any and all state statutes regulating special metermen.
The salary of parking violation officers shall
be as provided by ordinance. In addition, uniforms shall be supplied
as prescribed by the Chief of Police.
Said parking violation officers shall possess
the following qualifications in order to be eligible for appointment:
A. Be not less than eighteen (18) years of age.
B. Be a resident of the city.
C. Be a citizen of the United States.
D. Be of good moral character.
E. Be in good health, sound in body and mind.
F. Be certified by the City Physician as being physically
capable of performing the duties required of them.
G. Must possess valid New Jersey driver's license.
H. Be a high school graduate or equivalent.
Parking violation officers shall be governed
by all the rules and regulations laid down for the guidance of the
Police Division members insofar as such rules and regulations are
applicable and consistent with the special class of duty prescribed
for parking violation officers. In addition, parking violation officers
shall comply with all other rules and regulations promulgated by the
Public Safety Director.
Parking violation officers shall be under the
jurisdiction of the New Jersey State Civil Service Commission, and
appointments shall be made from eligible certification lists submitted.
