Traffic control by peace officers on the highway must be used at entrances and exits to regulate traffic for the duration of the outdoor amusement, if directed by the Chief of Police. Traffic on the highway shall not be unreasonably delayed.
Entrances and exits shall be clearly indicated by signs installed off of the right-of-way of the highway. Approval for the erection of these signs shall be obtained from the proper highway authority. All expenses resulting from the procurement or erection of these signs shall be paid by the promoters to the agency incurring such expense. Adequate lighting at all entrances and exits shall be provided by the promoter to protect persons involved in manual control of traffic. Entrance and exit driveways shall conform to the applicable rules and regulations of the Pennsylvania Department of Transportation and/or the Pennsylvania State Police.
A driveway giving adequate ingress and egress to authorized emergency vehicles shall be provided.
A. 
To prevent undue slowing or hazards to traffic on the highway, the promoter shall provide a parking area for the parking of all vehicles anticipated in attendance at the outdoor amusement. The parking area shall be reckoned on the basis of 250 square feet per passenger car and 500 square feet per camper or truck. Vehicle parking spaces shall be computed on the basis of one parking space for each 1.7 persons the promoter plans to permit to assemble at any one time.
