No property owner in Forks Township, Northampton County, Pennsylvania, shall connect, or caused to be connected, a lateral to the Forks Township Municipal Sewer System, from and after the date hereof, except as hereinafter provided.
Any property owner who desires, or is required, to connect his property to the Forks Township Municipal Sewer System and no lateral exists for said property, or, an additional lateral or laterals are desired, or required, such property owner shall apply to the Building Inspector of Forks Township for a request for connection form for such property, which form will require the property owner to designate the location for such lateral or laterals which he desires for connection and a deposit of 25% of the estimated cost of such lateral or laterals.
Upon filing of said application and the payment of a deposit equal to 25% of the estimated cost for material and labor for said lateral or laterals, Forks Township will thereupon cause the same to be installed. The Forks Township Building Inspector shall estimate said cost based on current costs for such work in the area.
Upon completion of the work, the Township of Forks will notify the property owner of the final cost of said lateral or laterals and the property owner will pay the balance due within 30 days from the date of the bill.

Any person who violates or permits a violation of this article, upon being found liable therefor in a civil enforcement proceeding, shall pay a fine of not less than $400 and not more than $600, plus all court costs, including reasonable attorney's fees, incurred by the Township in the enforcement of this article. No judgment shall be imposed until the date of the determination of the violation by the District Justice and/or Court. If the defendant neither pays nor timely appeals the judgment, the Township may enforce the judgment pursuant to the applicable rules of civil procedure. Each day a violation exists shall constitute a separate offense. Further, the appropriate officers or agents of the Township are hereby authorized to seek equitable relief, including injunction, to enforce compliance herewith.
