This chapter shall be known and may be referred
to as the "Administrative Code of the City of Passaic."
The purpose of this chapter is to establish
departments; allocate the City's functions, powers and duties among
and within the departments; establish official relationships; and
prescribe standards and procedures for the conduct of the public business,
pursuant to N.J.S.A. 40:69A-1 et seq.
A.
Words and phrases as used in this or any other chapter,
unless otherwise required by the context or unless another or different
meaning is expressly indicated, shall be given their generally accepted
meaning according to the approved usage of the language. Technical
words and phrases and words and phrases having special or accepted
meaning in the law shall be construed in accordance with such technical
or special and accepted meanings.
