These rules, regulations and standards shall be considered the minimum
requirements for the protection of the public health, safety and welfare of
the citizens of the City of Passaic, New Jersey.
All ordinances or parts of ordinances, other than the Zoning Ordinance
and Procedures Ordinance of this city, which are inconsistent with the provisions
of this chapter are hereby repealed to the extent of such inconsistency.
