No person or persons shall encumber the streets or public grounds of the Village with any material whatever unless written permission shall have been granted by the Village Board of Trustees.
No person or persons shall erect, cause to be erected or place any building or structure, fence encroachment or projection in, over or upon any of the streets or public grounds of the Village, or any excavation immediately adjacent thereto.
