The following rules, regulations and orders made by the Board
of Trustees of the Village of Elmsford, acting as a Board of Water
Commissioners in the Village of Elmsford, relative to water obtained
from or supplied by the municipal system of the Village of Elmsford,
shall become operative only upon proclamation by the Mayor of the
Village of Elmsford that a public emergency exists with respect to
water usage and consumption and shall continue until further notice
and order of the Mayor:
A. The washing of automobiles by hose is prohibited. The use of Village
water for car washing in commercial establishments is prohibited,
except where automatic or semiautomatic car-washing equipment is employed,
and where at least 50% of the water is reused by means of a sump recirculating
system, so that Village water is used only for the final rinse.
B. Garages, automobile service stations and other similar establishments
which furnish car washing as part of their regular service and are
not equipped with automatic or semiautomatic car-washing equipment
mentioned above, may only use a bucket of water for this purpose.
C. The cleaning or washing of the outside of buildings or any structures,
involving the use of water or steam in any form, is prohibited.
D. No water supply lines shall be maintained with bleeds on any structure
or in any building for the purpose of maintaining a constant flow
of water.
E. No swimming pools shall be operated, except such swimming pools as
have automatic filtering and regulating devices that will not require
any additional water for operation. Replacement of water by Village
water supply is prohibited.
F. No automatic plumbing flush fixtures or apparatus using a constant
or fixed periodic flow shall be maintained or operated. The flow from
such apparatus shall only be by individual operation when the fixture
or apparatus is in actual use.
G. The use of hose, spout and similar pressure bathing apparatus is
prohibited, and no constant flow from showers or similar apparatus
shall be maintained. Operation of such apparatus shall be individual,
and only when the apparatus is in actual use.
H. No new installation of refrigeration and/or air-conditioning equipment
requiring the use of Village water shall be installed on any premises,
until a permit authorizing such installation has been issued by the
Board of Water Commissioners of the Village of Elmsford.
I. Applications for permits for refrigeration and/or air conditioning
to be installed shall specify the information requested on the application.
An approved copy of the application shall be returned to serve as
the permit.
J. All installations of any individual or collective system of refrigeration
and/or air-conditioning equipment in any premises for a single consumer
shall be installed under the following specifications:
(1) All installations of any individual or collective system of refrigeration
and/or air-conditioning equipment of three tons and over shall be
equipped with a water-conserving device such as economizer, evaporative
condenser, water-cooling tower or similar apparatus, which device
shall not consume for makeup purposes in excess of 5% of the consumption
that would normally be used without such device.
(2) All new installations of refrigeration and/or air-conditioning equipment
under three tons, and all existing equipment of all sizes not using
recirculated water, shall be provided with an automatic water supply
regulating device so as to limit the flow of water in relation to
the condenser temperature reduction requirements of the apparatus.
In no case shall the equipment use in excess of two gallons per minute
per ton capacity.
K. Each direct water connection to a refrigerating and/or air-conditioning
unit using water for cooling purposes shall be equipped with a check
valve, except in installations where the water supply piping has no
contact with the refrigerant. This will be the case where two substantial
and independent wall thicknesses of metal separate the refrigerant
from the Village water supply.
L. Refrigerating and/or air-conditioning units with a capacity of more
than 20 pounds of refrigerant shall be provided with a relief valve
installed on the outlet side of the check valve of the water supply
connection, such relief valve being set at five pounds above the maximum
pressure at the point of installation.
M. The watering of golf fairways is hereby prohibited, except that greens
and tees may be watered sufficiently to keep grass alive.
N. The use of Village water for ornamental or display fountains of any
type is prohibited.
O. The use of Village water by means of hose, automatic sprinkler or
other means for watering lawns, gardens, tennis courts and other surfaces,
or flushing sidewalks and other surfaces, is prohibited.
P. The use of Village water by means of a hose for any purpose whatsoever,
except for firefighting or fire prevention, is prohibited.
Q. Gardens and shrubs may be watered only by means of a hand sprinkling
can.
R. Restaurants are prohibited from serving water to patrons unless specifically
requested by the patron.
Any person who shall violate any of the provisions of this article
and the rules, regulations and orders prescribed therein shall, upon
conviction thereof, be fined a sum not less than $100 nor more than
$500 for each violation thereof.
