All persons are hereby prohibited from hawking or peddling goods, wares and merchandise, except the peddling of meats, fish, fruit and farm produce by farmers and persons who produce such commodities, upon the sidewalks, streets or public grounds of the Village of McGraw, New York, without having first obtained a license therefor.
Licenses for hawking or peddling of goods, wares and merchandise, as provided in the foregoing section, shall be issued by the Village Clerk or under his direction, and the fee for the same shall be as follows:
A. 
For one day: $2.
B. 
For one week: $4.
C. 
For one month: $8.
D. 
For one year: $15.
Any violation of this chapter shall be deemed a misdemeanor punishable by a fine not to exceed $1,000 or by imprisonment not to exceed one year, or both.
