The Governing Body shall, by ordinance, establish titles for public employment by the Borough in salary ranges for Borough employees. Said title shall conform to applicable law.
The Governing Body shall, by resolution, adopt and amend from time to time personnel polices and procedures, including rates concerning the hiring and termination of employees, terms and conditions of employment and regulations required to comply with applicable federal and state employment related law. The personnel policies and procedures adopted pursuant to said resolution(s) shall be applicable to all employees of the Borough; however, if there is a conflict between said personnel policies and procedures and any duly adopted and lawful collective bargaining agreement, personnel services contract or federal or state law, the terms and conditions of that contract or law shall prevail, but in all other cases the practices adopted pursuant to this chapter shall prevail.
The Borough Administrator shall be responsible to implement and enforce the personnel practices adopted by ordinance or resolution authorized pursuant to this section.
Chapter 59, Personnel Policies, Practices and Regulations, to the extent inconsistent or in conflict with the terms hereof, is hereby repealed.
If any section, subsection, paragraph, sentence, clause, phrase, or word contained in this chapter shall be declared invalid for any reason whatsoever, such decision shall not affect the remaining portions of this chapter which shall remain in full force and effect and, to this end, the provisions of this chapter are hereby declared to be severable.
All other ordinances of the Borough, or parts thereof, which are in conflict with this chapter are hereby repealed to the extent of such conflict.
This chapter shall take effect upon passage and publication as required by law.
