The Uniform Fire Code, N.J.A.C. 5:70 et seq., requires certain properties to be equipped with automatic alarm systems and/or sprinkler systems. Such automatic systems may cause the Fire Department of the Borough of Allendale to be summoned at a time when the structure is not occupied or when the occupant is not able to provide entry for the Fire Department. Accordingly, the Borough of Allendale intends to prevent damage through forceful entry to structures and furthermore to provide swift entry to structures by the Fire Department. Under N.J.A.C. 5:70-1.4(c) et seq., a municipality may, by ordinance, make its fire code more restrictive than the Uniform Fire Code.
A. 
Any property within the Borough of Allendale having an automatic fire alarm or a fire suppression system shall be equipped with a key box. This requirement shall not apply to one- and two-family dwellings.
B. 
The key box shall be of a UL type and approved by the Allendale Fire Official. The key box shall be installed in a location approved by the Allendale Fire Official.
C. 
The key boxes shall contain the following:
(1) 
Keys to locked points of egress, whether on the interior or exterior of such buildings;
(2) 
Keys to the locked mechanical rooms;
(3) 
Keys to the locked elevator rooms;
(4) 
Keys to the elevator controls;
(5) 
Keys to any other areas as directed by the Fire Official; and
(6) 
A floor plan of the rooms within the building.
All buildings subject to this article shall comply within 12 months from the effective date hereof. All buildings under construction or new, unoccupied buildings on the effective date hereof shall comply immediately.
Any owner, occupant and/or tenant of a building who violates this article shall be subject to penalties as set forth in the Uniform Fire Code.
