The Finance, Human Resources, and Administration Committee shall have responsibility for oversight of the functions and practices of the offices of Borough Administrator, Borough Clerk, Finance and Tax, Tax Assessor, and Municipal Attorney, including:
A. 
Examination and review of all bill lists prior to their submission to the Council for authorization to pay bills.
B. 
General policies and practices, such as personnel procedures, insurance and risk management, purchasing, records maintenance, information systems, and labor negotiations with the participation of members of the appropriate standing committee.
C. 
Initiation of foreclosure action, and subsequent administration and disposition of property acquired by the Borough under foreclosure of tax title liens.
D. 
Coordination of departmental budgets and budget development; relation to the activities above mentioned; and the final preparation, explanation and continuing supervision of the budget.
E. 
Liaison between the Council and municipal auditors, bond counsel, and any other body or organization on fiscal matters.
The Public Safety Committee shall have responsibility for oversight of the functions and practices of the Police Department, Municipal Court, Fire Official, Volunteer Fire Department, and Board of Health, including:
A. 
Responsibilities for the Police Department as outlined in Chapter 26, Article II, entitled "Police Department," of the Code of the Borough of Allendale.
B. 
Responsibilities for the Fire Department as outlined in Chapter 26, Article I, entitled "Fire Department," of the Code of the Borough of Allendale, as amended.
C. 
Liaison to the Municipal Court, Borough Judge, Prosecutor, and Public Defender.
D. 
All matters relating to traffic and existing or proposed street and train station parking, except the construction and maintenance of municipal parking lots.
E. 
Oversight of emergency management compliance and activities.
F. 
Oversight of public health responsibilities and Board of Health.
G. 
Liaison to the Volunteer Ambulance Corps.
The Water, Sewer, and Public Utilities Committee shall have responsibility for:
A. 
Ensuring the safe operation and maintenance of the sanitary sewer system.
B. 
Ensuring the safe and reliable operation of the Water Utility for the Borough of Allendale.
C. 
Liaison with any other public utility activities operating within the Borough of Allendale.
D. 
Street lighting.
The Public Works Committee shall have responsibility for:
A. 
Maintenance and improvement of all Borough streets.
B. 
Maintenance and installation of sidewalks and curbs.
C. 
Maintenance of a proper and functional storm drainage system.
D. 
Ensuring proper collection and disposal of garbage, trash, and other solid waste items.
E. 
The management of a recycling program for newspapers, glass, designated metals and plastics, tires, batteries, cardboard, and other materials.
F. 
Oversight of other activities of the Public Works Department.
G. 
Oversight of the activities of the Borough Engineer.
The Parks, Recreation, and Facilities Committee shall have responsibility for:
A. 
Ensuring maintenance, repair, modifications and upgrade of all municipal buildings.
B. 
Defining procedures for facilities use.
C. 
Ensuring the maintenance, modification, and improvement of all Borough parks, playgrounds playing fields, and Crestwood Lake swimming facility.
D. 
Provide for Borough liaison with all organized groups who manage and participate in recreational activities requiring the use of Borough fields and facilities.
E. 
Serve as liaison with the Boards of Education of the Allendale and Northern Highlands Regional School Districts.
The Land Use and Construction Code Committee shall have the responsibilities of:
A. 
Liaison to the Planning Board, with one member serving as Class Three representative on the Board and keeping the Council informed of Planning Board activity.
B. 
Liaison to the Board of Adjustment.
C. 
Liaison to the Construction Code Office with oversight of building and zoning activities and code enforcement; communicating the policies of the Governing Body to Borough officials.
D. 
Monitoring and studying zoning and enforcement policies and making recommendation to the Mayor and Council to ensure fair and consistent compliance with current practices.
E. 
Ensuring compliance with the Council on Affordable Housing regulations and the administration of the Borough's Fair Share Plan.
