An Awards Committee is hereby established in the Department of Community Affairs, which Committee shall be composed of the Chairman of the Department and two other members of the governing body to be designated by the Borough Council. All such appointments shall be on a calendar year basis and until their successors have been duly appointed and qualified.
The Awards Committee shall promulgate an awards program and shall make recommendations therein for awards, within available appropriations, in the form of cash, medals, certificates, insignia, or other such appropriate devices or tokens of appreciation, to be awarded to Borough residents, officers and employees for heroism, efficiency, meritorious suggestions, professional accomplishments and the performance of duties and municipal services which benefit the public health, safety or welfare of the residents of the Borough. Such recommendations, awards programs and the time, place and manner of presenting same, shall be submitted to the governing body for its consideration and approval.
Each year, the Committee shall request a budget appropriation sufficient to cover the estimated annual cost of the awards program and the governing body shall appropriate such sums as it deems appropriate. Prior to the budget adoption in each year, the Committee shall review the records of Borough officers and employees and the accomplishments of Borough residents in either their vocations or avocations, and recommend appropriate awards to be made during the calendar year. The governing body may approve or disapprove each recommendation and shall make the final determination with regard to any awards to be made.
