There shall be a Department of Parks and Recreation of the Borough which shall have jurisdiction over all business pertaining to parks and recreation. The Chairman of the Department shall be a member of the Council designated by it.
The Department of Parks and Recreation shall be responsible for the operation and maintenance of all Borough recreation property, including buildings, parking lots, parks, playgrounds, tennis courts and swimming pools.

The Recreation Committee within the Department of Parks and Recreation shall now be known and referred to as the "Joan Schaefer Recreation Committee."
The Superintendent of Recreation shall:
A. 
Attend all Recreation Committee meetings.
B. 
Supervise all purchasing of the Department, under the general supervision of the Municipal Administrator.
C. 
Prepare such studies and reports as may be required to enable the Recreation Committee to develop the overall policies for the Department programs.
