§ 198-1
Terms defined; word usage. 

A. 

Unless the context specifically indicates otherwise, the meanings of terms used in this Part 1 shall be as follows:

ACT
The Federal Water Pollution Control Act (PL92-500), as amended by the Clean Water Act of 1977 (PL95-217) et seq.
ADMINISTRATOR
The Administrator of the Village of Blasdell, or his authorized deputy, agent or representative.
BOD (denoting "biochemical oxygen demand")
The quantity of oxygen utilized in the biochemical oxidation of organic matter under standard laboratory procedure in five days at 20° C. (68° F.), expressed in milligrams per liter (mg/l). Measurement shall be as set forth in the latest edition of Standard Methods for the Examination of Water and Wastewater.
BUILDING DRAIN
That part of the lowest horizontal piping of a drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of the building and conveys it to the building sewer. The "building drain" begins five feet outside the inner face of the building wall.
BUILDING SEWER
The extension from the building drain to the public sewer.
CHLORINE DEMAND
The difference between the amount of chlorine added to water or wastewater and the amount of residual chlorine remaining at the end of a twenty-minute contact period at room temperature.
COD (denoting "chemical oxygen demand")
The quantity of oxygen, expressed in milligrams per liter (mg/l), required to chemically oxidize material in a waste by dichromate acid solution. Measurement shall be as set forth in the latest edition of Standard Methods for Examination of Water and Wastewater.
COMBINED SEWER
A sewer designed to receive and transport both surface runoff and wastewater.
COMMERCIAL USER (Class II)
Includes any property occupied by a nonresidential establishment not within the definition of an industrial user (Class III) and which is connected to the village POTW.
CONTROL MANHOLE
A structure maintained by the owner and approved by the village that is accessible by the village and adequate for the insertion of a flow metering device and the collection of grab or automatic composite samples and suitable for inspection, sampling, testing and measuring of plant discharges.
COOLING WATER
The water discharged from any system of condensation, air conditioning, cooling, refrigeration or other sources. It shall contain no polluting substances which would produce BOD or suspended solids in excess of 10 milligrams per liter (mg/l) or toxic substances as limited elsewhere herein.
DIRECTOR OF PUBLIC WORKS
The Director of Public Works for the Village of Blasdell, or his duly authorized deputy, agent or representative.
DISTRICT
An area within the service area of the wastewater system which has been formed and is operating in accordance with the Town and/or Village Law of the State of New York.
EASEMENT
An acquired legal right for the specific use of land owned by others.
GARBAGE
Food wastes from the domestic and commercial preparation, cooking and dispensing of food and from the handling, storage and sale of produce.
GROUNDWATER
Water within the earth.
HEARING BOARD
That Board appointed or as later ordained by the Board of Trustees of the Village of Blasdell.
INDUSTRIAL USER (Class III)
Any nonresidential user identified in Division A, B, D, E or I of the Standard Industrial Classification Manual. Class III shall also include any user which discharges wastewater containing toxic or poisonous substances or any substance(s) which cause(s) interference in the POTW.
INDUSTRIAL WASTEWATERS
Liquids or other wastes resulting from any processes of industry, manufacture, trade or business or from the development of any natural resource.
INTERCEPTING SEWER
A sewer which receives dry-weather wastewater flow from transverse sewer(s) or outlet(s) and conveys such wastewaters to a point for treatment or disposal.
INTERFERENCE
Inhibition or disruption of any sewer system, wastewater treatment process, sludge disposal system or their operation which substantially contributes to a violation of applicable discharge permits.
MONITORING STATION
A permanent structure constructed, maintained and operated by and at the owner's expense and approved by the village as to design and construction for the express purpose of providing an accessible point for metering and sampling waste discharges continuously into the village POTW in a safe and accurate manner.
MUNICIPALITY
A municipal corporation which has contracted with the village for interception, treatment and disposal of wastewaters.
NATURAL OUTLET
Any outlet into a watercourse, pond, ditch, lake or other body of surface or ground water.
(1) 

Wastewater which, when analyzed, shows the following characteristics:

(a) 

BOD: 2,000 pounds per million gallons (240 milligrams per liter) or less.

(b) 

Chlorine demand: 208 pounds per million gallons (25 milligrams per liter) or less.

(c) 

Suspended solids: 2,000 pounds per million gallons (240 milligrams per liter) or less.

(d) 

Chemical oxygen demand: 3,330 pounds per million gallons (400 milligrams per liter) or less.

(2) 

Preferred current terminology, "normal wastewater," shall be used throughout the text of this Part 1.

OTHER WASTES
Properly shredded solid wastes, such as garbage, refuse, wood, eggshells, coffee grounds, sawdust, shavings, bark, sand, lime, cinders and ashes, and all other discarded matter not normally present in wastewaters.
OWNER
The person or persons who legally own, lease or occupy private property with wastewater facilities which discharge or will discharge to the village's POTW.
PERMITTEE
A person to whom a permit has been issued by the village.
PERSON
Any individual, firm, company, association, society, corporation, district, municipality or other group contributing directly or indirectly to the village POTW.
pH
The negative logarithm of the hydrogen ion concentration in moles per liter. It indicates the intensity of acidity and alkalinity of a liquid within a scale running from 0.0 to 14.0. A pH value of 7.0, the midpoint of the scale, represents neutrality. Values below 7.0 represent acid conditions. Values above 7.0 represent alkaline conditions.
POTW
Publicly owned treatment works, and includes any part of the municipal system that is designed to carry and/or treat wastewater.
POTW TREATMENT PLANT
That portion of the municipal system which is designed to provide treatment to wastes received by the municipal system.
PRETREATMENT
The reduction of the amount of pollutants, the elimination of pollutants or the alteration of the nature of pollutant properties in wastewater prior to discharge to the Village of Blasdell POTW. The reduction or alteration can be obtained by physical, chemical or biological processes, process changes or by other means, except as prohibited by 40 CFR 403.6, General Pretreatment Regulations for Existing and New Sources of Pollution.
PRETREATMENT STANDARD
Any regulation containing pollutant discharge limits promulgated by the Environmental Protection Agency in accordance with Section 307(b) and (c) of the Act, which applies to industrial users.
PROPERLY SHREDDED
Refers to other wastes that have been shredded to such a degree that all particles will be carried freely under the flow conditions normally prevailing in the public sewer to which they are discharged. Other wastes shall be considered to be "properly shredded" when not more than 30% on a dry basis passes a No. 40 United States Standard sieve.
PUBLIC SEWER
A sewer controlled by a public body.
RECEIVING WATERS
A natural watercourse or body of water into which treated or untreated wastewaters are discharged.
RESIDENTIAL USER (Class I)
All premises used only for human residency and which is connected to the POTW.
SANITARY SEWAGE
Wastewater discharging from the sanitary conveniences of dwellings (including apartment houses and hotels), office buildings, factories or institutions, which is free from stormwater, surface water, industrial wastes and other wastes.
SANITARY SEWER
A sewer which conveys wastewater and to which storm-, surface and ground water are not intentionally admitted.
SCAVENGER WASTES
The matter collected from privies, septic tanks, cesspools and chemical toilets and sludge from small sewage treatment plants (25,000 gallons per day or less).
SEWAGE
A combination of the water-carried wastes from residences, business buildings, institutions and industrial establishments, together with such ground-, surface and storm water as may be inadvertently present. The admixture of "sewage" as above defined with industrial wastewaters or other wastes also shall be considered "sewage" within the meaning of this definition. Preferred current terminology, "wastewater," shall be used throughout the text of this Part 1.
SEWER
A pipe or conduit for conveying wastewater.
SEWERAGE SYSTEM
That portion of the POTW which is a system of piping, pump stations, wastewater treatment facilities and other appurtenances necessary for conveying, collecting, treating and disposing of wastewaters and its associated by-products. Preferred current terminology, "POTW," shall be used throughout the text of this Part 1.
SIGNIFICANT INDUSTRIAL USER (SIU)
Any person who:
(1) 

Discharges 50,000 gallons or more to the village's POTW treatment plant per average workday or has a flow greater than 5% of the total flow treated by the village's POTW treatment plant at any time.

(2) 

Uses more than 10,000 pounds or 1,000 gallons on an annual basis of raw materials containing substances of concern and contains measurable amounts of said substance in its discharge to the village's POTW treatment plant.

(3) 

Has been identified as one of the industrial categories pursuant to Section 307 of the Act for which pretreatment standards have or will be promulgated; or

(4) 

Has in his waste discharge a pollutant that may, in the opinion of the Village Administrator, either alone or in combination with other contributors' discharges, have significant impact on the village POTW, the quantity and/or quality of sludge, cost of treatment, the quality of system effluent or air emissions generated by or in the system.

SLUG
Any discharge of water or wastewater in which the concentration of any given constituent or quantity of flow exceeds for any period, a duration of longer than five minutes, more than two times the average twenty-four-hour concentration or flow during normal operation.
SOIL PIPE
Any vertical line of pipe extending through the roof, receiving the discharge of one or more water closets with or without other fixtures.
SPILL
To allow or to cause, either inadvertently or intentionally, a substance to escape from its normal container or containment system and enter the POTW.
STATE
The State of New York.
STORM SEWER or STORM DRAIN
A sewer which carries storm- and surface waters and drainage but excludes wastewaters other than cooling waters and/or other unpolluted waters.
SUPERINTENDENT
Refers to the Superintendent of the Village of Blasdell POTW or his duly authorized deputy, agent or representative.
SUSPENDED SOLIDS
Solids that are in suspension in water or wastewater and which are removable by filtration. Measurement shall be as set forth in the latest edition of Standard Methods for the Examination of Water and Wastewater.
TOXIC SUBSTANCES
Any substance, whether gaseous, liquid or solid, which, when discharged to a public sewer in sufficient quantities, may be hazardous to village personnel, tend to interfere with any wastewater treatment process, tend to constitute a hazard to human beings or animals or tend to impair the designated uses of the classified receiving waters upon discharge from the POTW treatment plant and pumping station overflows or other appurtenances of the village POTW.
UNPOLLUTED WATERS
Any water containing no: free or emulsified grease or oil; acid or alkali; phenols or other substances imparting taste and odor in receiving waters; toxic and poisonous substances in suspension, colloidal state or solution; and noxious or odorous gases. "Unpolluted waters" shall contain no more than 1,000 mg/l of dissolved solids with permissible volume subject to review by the village, and no more than 10 mg/l each of suspended solids and BOD. The color shall not exceed 50 units. Measurement shall be as set forth in the latest edition of Standard Methods for the Examination of Water and Wastewater.
USER
Refers to any person whose premises are connected to the village POTW.
VENT PIPE
Any special pipe provided to ventilate the system of piping and to prevent trap siphonage and back pressure.
VILLAGE
The Village of Blasdell, Erie County, New York, or its duly authorized representative.
VILLAGE BOARD
The Board of Trustees of the Village of Blasdell, Erie County, New York.
VILLAGE SERVICE AREA
The area or areas which are served by the village POTW. Said area or areas do not necessarily have to lie within the territorial boundaries of the Village of Blasdell.
VILLAGE SEWERAGE SYSTEM
The facilities owned or leased by the village or operated by the village, or both, for collecting, pumping, conveying, treating and disposing of wastewaters. Preferred current terminology, "village POTW", shall be used throughout the text of this Part 1.
WASTE PIPE
Any pipe extending through the roof, receiving the discharge from any fixtures except water closets.
WATERCOURSE
A channel in which a flow of water occurs either continuously or intermittently.
B. 

Word usage. "Shall" is mandatory; "may" is permissive.

C. 

Additional definitions. Additional terms used in the context of this Part 1 which are not included in the preceding subsection shall be defined by the latest edition of Glossary, Water and Wastewater Control Engineering, prepared by the Joint Editorial Board representing the American Public Health Association, American Society of Civil Engineers, American Water Works Association and Water Pollution Control Federation.
