Bradford Area Public Library of the City of Bradford, McKean County, Pennsylvania, having been established to provide free public library service, is hereby authorized and designated to act as the agent of the City of Bradford to provide public library service to the residents and taxpayers of the City.
The City of Bradford will assist in the maintenance of Bradford Area Public Library pursuant to the Public Library Code at 24 Pa.C.S.A. § 9351.
The City Council of the City of Bradford will appoint persons to serve as its representatives on the Board of Trustees of the Bradford Area Public Library in accordance with the Public Library Code at 24 Pa.C.S.A. § 9318(a). All appointments shall be for a term of three years. Vacancies shall be filled for the unexpired terms. All members shall serve until their successors have been appointed. No member of the Board shall receive any salary for their service as such.
In accordance with the Public Library Code at 24 Pa.C.S.A. § 9318(f), all moneys appropriated for the maintenance of Bradford Area Public Library and all moneys, if any, received from other sources for its use shall be under the exclusive control and shall be disbursed under the direction of the Board of Library Directors.
The Board of Trustees of Bradford Area Public Library shall make a report annually to the City Council of the City of Bradford, Pennsylvania, of the moneys received by such library from the municipality and the dispositions made thereof, and the accounts of the Treasurer of the Board of Trustees of Bradford Area Public Library shall be audited as in the case of other municipal expenditures.
Bradford Area Public Library shall be free of use to the residents and taxpayers of the City of Bradford, Pennsylvania, subject to such reasonable rules and regulations as the Board of Trustees may adopt, and the Board may exclude from the use of the library any person who willfully violates such rules.
