The pool and playground in the Third Ward of the City of Bradford, heretofore known as "Recreation Park," shall be called and known as "Callahan Park."

The Department of Public Works and Parks Facilities Director is hereby authorized and empowered to establish rules and regulations governing the use of City-owned or operated parks and other public places. The rules and regulations shall treat such matters as hours of use, manner of use, assessments for use, which shall be related to the actual costs incurred by the City in making the facilities available, and such other matters as may be necessary or advisable for orderly, efficient and economical operation of the public facilities.

The rules and regulations shall take effect upon being approved by resolution of the City Council, being filed with the City Administrator, being posted in a prominent place on the affected premises and being published one time in a newspaper of general circulation in the City.

Any person who violates any rule or regulation which has become effective pursuant to the provisions of this article commits a summary offense and, upon conviction, shall be sentenced to pay a fine of not more than $1,000 or to imprisonment for not more than 90 days, or both.
