A. 
Words and phrases, when used in this Article, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania,[1] as now in force or as hereafter amended, enacted or reenacted, except where the context clearly indicates a different meaning.

B. 
In this Article, the singular shall include the plural, the plural shall include the singular, and the masculine shall include the feminine.
All traffic and parking regulations of a permanent nature shall be enacted as ordinances or as parts of ordinances or as amendments to ordinances of the City of Bradford.
A. 
The City Council or its authorized representative shall have the following powers to regulate traffic and parking temporarily and in time of emergency:
(1) 
In the case of fire, flood, storm or other emergency, to establish temporary traffic and/or parking regulations.
(2) 
In the case of emergency or to facilitate public works or in the conduct of parades, processions or public events, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 hours.
B. 
Such temporary and emergency regulations shall be enforced by the City Council or its authorized representative and the Police Department in the same manner as permanent regulations. Any person who shall operate or park a vehicle or tractor in violation of any such regulation or who shall move, remove, destroy, injure or deface any sign erected or posted to give notice of any such regulation shall, upon conviction thereof, be liable to the penalty set forth in the law or elsewhere in this Article for a violation of such nature and, in case of a violation for which no specific penalty is set forth in the law or elsewhere in this Article, to a fine of not more than $50 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than 10 days.

A. 
The City Council may, from time to time, designate places upon and along the streets and alleys in the City where, for a period of not more than 90 days, specific traffic and/or parking regulations, prohibitions and restrictions shall be in force and effect and shall designate such locations by proper signs and markings. Such regulations, prohibitions and restrictions shall be effective just as if they had been specified in this Article. No person shall operate or park a vehicle or tractor in violation of any such regulation, prohibition or restriction, and no person shall move, remove, destroy or deface any sign or marking erected or made by authority of this section.
B. 
Any person who shall violate any provision of this section shall, upon conviction thereof, be liable to the penalty set forth in the law or elsewhere in this Article for a violation of such nature and, in case of a violation for which no specific penalty is set forth in the law or elsewhere in this Article, to a fine of not more than $10 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days, provided that the purpose of this section is to allow for the test and experimental determination of the feasibility and desirability of permanent changes in the ordinances of the City relative to traffic and parking.
The peace officers of the City are hereby given authority to direct traffic on the highways of the City and at intersections thereof.

A. 
Pursuant to 53 P.S. § 37010(b), the Bradford Area School District is hereby granted authority to assume the hiring and/or contracting and oversight of crossing guards. The City of Bradford Police Department shall provide at least annual training of the crossing guards before the beginning of each school year.
B. 
The Bradford Area School District shall be in charge of the hiring and/or contracting and oversight of the crossing guards and shall maintain a list of current school crossing guards and supply this list to the Chief of Police. The school district further shall provide notification to the City when any new crossing guard(s) is hired and/or contracted to ensure that all guards hired and/or contracted by the school district undergo training.
C. 
The crossing guards shall be allowed to assume their duties after being hired and/or contracted by the school district and after the City of Bradford has provided the school district proof that the crossing guard(s) has (have) received the training prescribed by the City of Bradford to be a crossing guard.
D. 
Any crossing guard employed and/or contracted by the school district under this provision shall have the authority to cross students at any intersection whereat the school district and the City of Bradford Police Department determine that students need the assistance of crossing guards. Crossing guards shall also have the authority to direct traffic at any such intersections. Furthermore, the crossing guards shall be authorized to provide traffic assistance at any intersections near to school district property when extracurricular or other events are being conducted on school district property.
E. 
The crossing guards shall be attired in safety apparel approved by the City of Bradford Police Department.

A. 
This section shall be known as the "Speed Enforcement Ordinance."
B. 
Authority. This section is enacted pursuant to the authority set out in the Vehicle Code of the Commonwealth of Pennsylvania, as set forth in said Code at 75 Pa.C.S.A. § 101 et seq., particularly at 75 Pa.C.S.A. § 6102(b).
C. 
Timing rate of speed.
(1) 
Pursuant to the terms of 75 Pa.C.S.A. § 3368, the speed of any vehicle using any street or highway in the City of Bradford may be timed as follows: the rate of speed of any vehicle may be timed on any street or highway in the City of Bradford by a Bradford City police officer by use of mechanical or electrical speed-timing devices.
(2) 
Warning signs shall be erected on all public streets or highways at the point of entrance into the City of Bradford advising that speed is enforced through use of electrical or mechanical devices pursuant to this section.
No person shall operate any motor vehicle longitudinally upon any sidewalk in the City, nor shall any person operate any motor vehicle upon or across any sidewalk except in order to gain access to or egress from a driveway or alley at such locations where the curb, if such sidewalk is curbed, shall have been properly cut down for the purpose. Any person who shall violate any provision of this section shall, upon conviction thereof, be sentenced to pay a fine of not more than $50 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than 10 days.

It shall be unlawful for any person to operate a motor vehicle on Jackson Avenue between the junction of Mill Street and the intersection of Seaward Avenue at a speed in excess of 35 miles per hour. It shall be unlawful for any person to operate a motor vehicle at a speed in excess of 15 miles per hour for both directions of travel on Bon Air Avenue for its entire length and on Brook Street for its entire length. On all other streets or alleys in the City of Bradford, it shall be unlawful for any person to operate a motor vehicle at a speed in excess of 25 miles per hour, except where a lower speed limit is fixed by law. Any person who shall operate a motor vehicle at a speed in excess of that hereby established therefor shall, upon conviction thereof, be sentenced to pay a fine of $10 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days.

Any operator of a vehicle or tractor who shall disobey the directions of any traffic signal shall, upon conviction thereof, be sentenced to a fine of $5 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days.

B. 
Any person who shall violate any provision of this section shall, upon conviction thereof, be sentenced to pay a fine of not more than $10 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days.

The City Council or its authorized representative is hereby authorized to designate as "play highways," whenever it or he shall deem such action advisable and for whatever period of time directed by it or him, any portion of any highway in the City whereon sledding and coasting shall be permitted. No person shall operate any motor vehicle upon any play highway at any time when such highway shall be so designated, except in case of emergency, with special permission of the City Council or its authorized representative or of the police officer in charge, who shall first clear such highway of all persons using such highway for the purpose for which it was set aside. Any person who shall violate any of the provisions of this section shall, upon conviction thereof, be sentenced to pay a fine of not more than $10 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days.
The operator of any motor vehicle involved in an accident in the City of Bradford and required by law to report such accident to any department or agency of the Commonwealth of Pennsylvania or any other person required to make such report shall, at the time of making such report to the commonwealth, make a written report to the Police Department of the City containing the same information. Any person failing to make such report as hereby required shall, upon conviction thereof, be sentenced to pay a fine of $10 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than five days.
It shall be unlawful for any person to operate any vehicle or tractor upon any highway in the City that is under construction, resurfacing or repair in disregard of any official sign, barricade or notice that the same is closed to vehicular traffic. Any person who shall violate any provision of this section shall, upon conviction thereof, be sentenced to pay a fine of not more than $25 and costs of prosecution and, in default of payment of such fine and costs, to undergo imprisonment for not more than 10 days.

A. 
It shall be unlawful for any person to operate any vehicle or tractor, which exceeds the posted total gross weight, over or upon any properly posted bridge within the corporate limits of the City of Bradford.
B. 
Any person who shall violate the provisions of this section shall, upon conviction thereof, be sentenced to pay a fine of $150 plus $150 for each 500 pounds, or part thereof, in excess of 3,000 pounds over the posted total gross weight.
C. 
It is directed that the appropriate officials post City bridges for the correct weight limit restriction as may be required by Pennsylvania Department of Transportation order or regulation.

A. 
Prohibition.
(1) 
It shall be unlawful for any person to operate on certain designated streets in the City of Bradford any of the following motor vehicles:
(a) 
Any truck, truck tractor or combination vehicle with a gross vehicle weight (GVW) of 17,000 pounds or more (motor carrier vehicle).
(b) 
Any kind or type of trailer with a GVW of 10,000 pounds or more.
(2) 
Prohibition shall not apply to, or include, any commercial vehicle making local deliveries or picking up materials or merchandise on any street designated in § 210-18.1C.
B. 
Signage. The Department of Public Works shall conspicuously post notices of this prohibition at all entrances to streets designated in § 210.18.1C.
C. 
The following streets located in the City of Bradford are hereby designated to prohibit the operation of certain motor vehicles, as referenced in § 210.18.1A(1)(a) and (b):

The boundary limits of the City of Bradford are hereby established as a zone in which motor vehicles may remain standing without lights, and all highways within such boundary limits are hereby designated as highways where motor vehicles may remain standing without lights.
Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.
It shall be unlawful for any person to park a vehicle or tractor on any alley in the City of Bradford.

A. 
Prohibition.
(1) 
It shall be unlawful for any person to park, or to allow to remain parked, on any street or parts of streets in the City of Bradford except as provided for in 75 Pa. C.S.A. § 102 (see below), any of the following:
(a) 
Any truck tractor or commercial vehicle with a gross vehicle weight (GVW) of 17,000 pounds or more (motor carrier vehicle);

Any dual-wheel bus;
(c) 
Any dual-wheel motor home;
(d)

(2) 
When prohibited, means the halting of a vehicle, whether occupied or not, except momentarily for the purpose of and while actually engaged in loading or unloading property or passengers.
B. 
The Department of Public Works will conspicuously post notices of this prohibited parking at all highways and streets entering the City of Bradford.

A. 
Any person who shall violate §§ 210-18 through 210-21 of this article shall, upon conviction thereof, be sentenced to pay a fine of $25 if paid within seven days of the time of the violation and, in default of payment after seven days, to pay a fine of $40, plus costs of prosecution, where applicable.
B. 
Any person who shall violate §§ 210-22 through 210-29.1 (exclusive of § 210-23.1) of this article shall, upon conviction thereof, be sentenced to pay a fine of $15 if said penalty is paid to the City Treasurer within 72 hours of the time said violation occurs and a fine of $30, plus costs of prosecution, if paid thereafter.

C. 
Any person who shall violate § 210-23.1 shall, upon conviction thereof, be sentenced to pay a fine of $50 if paid within 72 hours of the time of the violation or, if not paid within 72 hours, to pay a fine of $75 plus costs of prosecution.

The provisions of this article, so far as they are the same as those of ordinances and regulations in force immediately prior to the enactment of this article, are intended as a continuation of such ordinances and not as new enactments. The provisions of this article shall not affect any suit or prosecution pending or to be instituted to enforce any of those repealed ordinances or regulations.

A. 
General rule. Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the directions of a police officer or official traffic-control device, no person shall:
(1) 
Stop, stand or park a vehicle on a sidewalk.
(2) 
Stand or park a vehicle:
(a) 
Within 15 feet of a fire hydrant.
(b) 
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic-control signal located at the side of a roadway.
(c) 
Facing the wrong way (i.e., against the flow of traffic).
(d) 
In front of a public or private driveway.
(e) 
At any place where official signs prohibit standing or parking.
