This chapter shall be known and may be cited as a "Local Law Relating to Zoning for the Village of Ballston Spa."
The zoning law and zoning districts established herein, set forth and as outlined upon the Zoning Map,[1] are made in accordance with a comprehensive plan for the purpose of promoting the public health, safety, morals and the general welfare of the community. They have been designed to lessen congestion in the streets, to secure safety from fire, flood, panic and other dangers, to provide adequate light and air, to prevent the overcrowding of land, to avoid undue concentration of population and to facilitate the adequate provision of transportation, parks and other public requirements. They have been made with reasonable consideration, among other things, as to the character of each district and its peculiar suitability for particular uses and with a view to conserving the value of buildings and encouraging the most appropriate use of land throughout the Village of Ballston Spa.

No building, structure or land or part thereof shall hereafter be used, no building, structure or part thereof shall be erected, moved or altered, and no building permit shall be issued unless for a use expressly permitted by and in conformity with the regulations herein specified for the district in which it is located, except as hereinafter provided.
