The Department of Code Enforcement is hereby
established.

The Mayor is authorized to appoint a person
to the position of Director of Code Enforcement.
The Director's duties shall include, but shall
not be limited to, setting policies and directing all departmental
operations, including the appointment and supervision of all Department
personnel.
The Department of Code Enforcement shall administer
and enforce the New York State Uniform Fire and Building Code and
all other laws, codes, ordinances, regulations and orders applicable
to the location, design, materials, construction, alteration, repair,
equipment maintenance, use, occupancy, removal and demolition of buildings,
structures and appurtenances in the City.
The Department of Code Enforcement shall be
responsible for the issuance of all permits for the erection, construction,
enlargement, alteration, removal, improvement, demolition, conversion
or installation therein of any building or structure or change in
nature of occupancy classification.
The Department of Code Enforcement shall be
responsible for the issuance of all occupancy permits and shall conduct
code compliance inspections of structures within the City.
The Department of Code Enforcement shall exercise
such other powers and duties as may be conferred or imposed by the
Mayor and/or Common Council.

The Director and officers of the Department of Code Enforcement
are hereby authorized to issue appearance tickets for violations of
any statute, local law, legislative act, rule or regulation relating
to licensing of occupations or businesses, fire prevention and safety,
health and sanitation, and building, zoning and planning.
